Job Overview:
The Programme Analyst – Transparency will play a crucial role in supporting the UNDP Climate Hub's project aimed at enhancing climate transparency in developing countries. This position involves providing comprehensive administrative and operational support to ensure the effective delivery of project activities. The Programme Analyst will be responsible for coordinating travel arrangements, managing procurement processes, overseeing financial management, and organizing events related to the climate transparency portfolio. The role requires a proactive approach to project administration, ensuring that all activities align with UNDP's financial and administrative rules and procedures. The Programme Analyst will work closely with the Project Manager and Global Transparency Advisor, contributing to the achievement of project goals and outcomes by delivering high-quality support across various operational tasks.

Duties and Responsibilities:
  • Project Administration & Operations: Assist in planning, organizing, and delivering project activities as defined in the workplan. Oversee day-to-day operations, including procurement, travel logistics, and financial tasks. Collaborate with the Vertical Fund Program Support Oversight & Compliance Management and Programme Support Unit to address project administration issues.
  • Finance, Budgeting & Resource Management: Track and monitor project resources, provide financial authorizations, create requisitions, and communicate with UNDP-HQ and Country Offices on financial matters.
  • Procurement, Recruitment & Compliance: Prepare and institute processes for procurement, payments, and travel documents. Support recruitment and procurement plans, coordinating the selection of technical experts as per UNDP rules.
  • Reporting, Monitoring & Donor Coordination: Coordinate reporting processes to ensure timely and complete donor reporting as per the project oversight plan.
  • Knowledge Management, Communications & Data Support: Assist in data collection for communications and knowledge sharing.
  • Travel & Logistics Support: Provide travel support to the ECT and GEF Transparency Project Teams. Perform other duties as necessary for the efficient functioning of the Office and Organization.

Required Qualifications:
  • Education: An advanced university degree (Master’s degree or equivalent) in Social Sciences, International Relations, Political Science, Project Management, Public/Business Administration, or related fields is required. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned fields combined with an additional two years of qualifying professional experience will be considered in lieu of a Master’s degree.
  • Experience: Applicants with a Master’s degree are not required to have professional work experience. However, those with a Bachelor’s degree must have a minimum of two years of relevant professional experience in project support, preferably in humanitarian, development, peace, or climate change-related fields. Desired skills include experience in organizing regional and global events, partnerships, and inter-agency cooperation, as well as familiarity with UNDP ERP systems and corporate software applications.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree) in relevant fields such as Social Sciences, International Relations, Political Science, Project Management, or Public/Business Administration. Alternatively, a Bachelor’s degree in these fields, combined with two years of relevant professional experience, is acceptable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to effectively support the climate transparency project.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Relevant experience should ideally be in project support within humanitarian, development, peace, or climate change contexts. Candidates should demonstrate a strong understanding of project management principles and practices, particularly in relation to climate transparency initiatives.

Languages:
Fluency in English is mandatory for this position. Knowledge of French and/or Portuguese is considered an asset, particularly given the focus on francophone and lusophone countries in the project. Proficiency in these languages will enhance communication and collaboration with stakeholders in the targeted regions.

Additional Notes:
The Programme Analyst will work remotely and is expected to provide their own workstation, including a laptop, internet connection, and other necessary equipment. Flexibility in availability for travel outside their home country and participation in online/in-person meetings across different time zones is required.
