Job Posting Organization:
The position is located within the Business Processes and Systems Support Section (BPSSS) of the Capacity Development and Operational Training Service (CDOTS) under the Office of Support Operations (OSO) in the Department of Operational Support (DOS) of the United Nations. Job Overview:
The Programme Management Officer will play a crucial role in coordinating training programs that support business process improvement initiatives, knowledge management, and ERP training. This position requires a proactive approach to developing, implementing, and evaluating capacity development programs/projects. The officer will monitor and analyze program/project development and implementation, ensuring that relevant documents and reports are reviewed and that any identified problems are addressed promptly. The role also involves liaising with various stakeholders to ensure effective follow-up actions. The officer will be responsible for coordinating the capacity development program for continuous business process improvement through a network of focal points and in response to recommendations from the Process Improvement and Advisory Group (PIAG). Additionally, the officer will provide change management advisory support to business units and project teams, contributing to transition planning and stakeholder engagement. The position requires the design, development, delivery, and evaluation of knowledge management programs and ERP training, as well as conducting training needs assessments and generating survey initiatives. The officer will oversee the team responsible for capacity development platforms and will initiate outreach activities, conduct training workshops, and supervise assigned staff and consultants. The role also includes budget preparation and monitoring, ensuring that all activities related to budget funding are coordinated effectively.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: developing, implementing, and evaluating assigned capacity development programs/projects; monitoring and analyzing program/project development and implementation; reviewing relevant documents and reports; identifying problems and issues to be addressed; initiating corrective actions; liaising with relevant parties; ensuring follow-up actions; coordinating the capacity development program for continuous business process improvement; providing change management advisory support; coordinating the design, development, delivery, and evaluation of knowledge management programs; generating survey initiatives and training needs assessments; designing and evaluating assigned training programs; overseeing the team responsible for capacity development platforms; initiating and coordinating outreach activities; conducting blended training workshops and seminars; supervising assigned staff and consultants; providing inputs into the preparation and monitoring of the Section budget; coordinating activities related to budget funding; and performing other duties as required.

Required Qualifications:
Candidates must possess a good knowledge and understanding of concepts, approaches, and best practices relevant to program management, implementation, and monitoring of business process improvement projects. They should have knowledge of electronic data management and information and knowledge management principles and practices. The ability to manage complex capacity development and training programs to meet client needs is essential. Candidates should also have knowledge and understanding of Enterprise Resource Planning (ERP) systems and related change management processes. Strong conceptual, analytical, and evaluative skills are required to conduct independent research on learning methods. Proficiency in using various business intelligence and data analysis tools is necessary, along with the ability to produce reports and papers on learning projects and review and edit the work of others. Candidates should demonstrate professionalism through effective people management and supervision, fostering a respectful and inclusive work environment, and ensuring accountability and delivery in support of organizational objectives.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer information systems, business administration, learning management, or a related field is required. Alternatively, a first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
Candidates must have seven years of progressively responsible experience in program management, change management, capacity development, and training, or a related area. Experience in managing business process improvement projects and implementing knowledge management projects is required. Additionally, experience in developing training programs on Enterprise Resource Planning is desirable, as is experience in Business Intelligence and Data Analytics.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but English is the primary language required for this job opening.

Additional Notes:
This position is temporarily available for 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
