Job Overview: The ET Consultant for Emergency Preparedness and Response (EP&R) will play a crucial role in supporting the World Bank's efforts to enhance government capacities in managing emergencies and disaster risks. This position is part of the Disaster Management, Solutions & Impact Unit (KIUSD), which focuses on helping low and middle-income countries understand and mitigate risks from natural hazards and climate change. The consultant will be involved in the Global Program for EP&R, which was established to address the increasing demand for effective emergency preparedness and response strategies. The role involves providing technical and operational support to World Bank task teams, contributing to portfolio monitoring and reporting, and facilitating knowledge dissemination. The consultant will work closely with various teams to ensure the successful implementation of EP&R activities and to develop innovative solutions to enhance institutional readiness for emergencies.
Duties and Responsibilities: The ET Consultant will have a diverse set of responsibilities, including:
Providing operational and technical support to country engagements, assisting EP&R Program Leads in delivering technical assistance, and contributing to the design and implementation of EP&R activities.
Maintaining a comprehensive tracking system for all EP&R country engagements, ensuring accurate records on status, funding sources, and intervention types.
Conducting periodic reviews of the World Bank and GFDRR-financed EP&R portfolio to analyze performance trends and lessons learned.
Serving as the monitoring and evaluation focal point for the program, liaising with specialists to monitor and report on program results.
Drafting and preparing content for knowledge dissemination channels, including the program's website and case studies.
Supporting the development and application of AI tools to enhance program efficiency and contributing to the creation of AI-driven portfolio review tools.
Providing logistical and organizational support for global and regional events and workshops, preparing briefing materials for engagements with external partners.
Required Qualifications: Candidates must possess an advanced degree in disaster risk management, climate adaptation, environmental management, or a related field. Additionally, a minimum of five years of relevant professional experience in disaster risk management or emergency preparedness and response is required. A sound understanding of EP&R topics, including Early Warning Systems and Emergency Operations Centers, is essential. Candidates should demonstrate strong organizational, analytical, and communication skills, with proven experience in preparing technical documents and reports. Familiarity with World Bank operations and AI-enabled tools for data analysis is desirable. Strong interpersonal skills and the ability to build collaborative relationships across diverse teams are also important.
