Job Overview:
The Technical Officer for Human Resources for Health will play a crucial role in supporting the 11 countries in the South-East Asia Region in their health workforce development efforts. This position is integral to the Department of Health Systems Development, which aims to strengthen health systems to achieve Universal Health Coverage (UHC) and health security. The officer will be responsible for monitoring and analyzing health workforce-related progress, supporting the development and implementation of national HRH strategies, and improving the quality of the health workforce. The role requires a deep understanding of health systems and the ability to provide technical advice to national authorities, ensuring that HRH development aligns with health service requirements and overall Health Sector priorities. The officer will also facilitate cross-country collaboration and research on HRH, contributing to the establishment of a regional network of health professional regulators.

Duties and Responsibilities:
  • Lead the development and implementation of the Region's programme of work on HRH, ensuring alignment with UHC and Health for All.
  • Maintain up-to-date intelligence on health workforce developments at the country level and regional trends.
  • Provide technical advice to national authorities to ensure HRH development aligns with health service requirements.
  • Support the establishment of a regional network of health practitioner regulation for cross-country learning.
  • Improve national HRH information systems to generate quality data for monitoring progress.
  • Strengthen the regional HRH evidence base and engage with various partnerships.
  • Collaborate with WHO HQ on developing HRH tools and guidelines.
  • Facilitate multi-country activities to develop capacity in priority HRH areas.
  • Ensure accountability for the HRH programme of work, producing high-quality technical reports. 1
  • Perform other relevant functions as required by the Director of Health Systems Development.

Required Qualifications:
Essential qualifications include a University Degree in medicine, public health, social or management science from a recognized university, along with a postgraduate degree in public health, health systems, or related fields. Desirable qualifications include a Doctorate in health Systems Management or research, public health, health economics, or political science. Candidates should possess expert knowledge in human resources for health policy, planning, and management, as well as substantial knowledge of public health and health systems.

Educational Background:
Candidates must have a University Degree in medicine, public health, social or management science from a recognized university. A postgraduate degree in public health, health systems, health workforce development, health economics, health Administration, or health Service Management is essential. A Doctorate in relevant fields is desirable.

Experience:
Candidates should have at least seven years of relevant experience in human resources for health and health systems development. This includes providing policy advice on HRH development and advising on effective approaches to HRH institutional Capacity Development. Experience in an international context is essential, and experience in Asia focusing on health system development is a strong asset.

Languages:
Expert knowledge of English is essential for this position. Knowledge of additional languages is desirable but not mandatory.

The position offers a competitive salary starting at USD 77,326, with additional benefits including a variable post adjustment, annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
