Job Overview:
The Technical Director (TD) position is crucial for overseeing a multi-million dollar USAID Basic Education initiative in Afghanistan. This role is designed to enable Afghan children to gain essential education and skills, fostering their self-reliance and productivity within society. The TD will work closely with the Deputy Chief of Party (DCOP) to manage the implementation of project activities led by various local partners, ensuring quality assurance and standardization across the board. The TD will also collaborate with the Capacity Building Advisor to enhance the technical, administrative, and financial capabilities of local partners, aligning with the project's localization goals. This position demands a strong focus on technical oversight, ensuring that all project methodologies are sound and effectively implemented to achieve the desired educational outcomes.
Duties and Responsibilities:
The Technical Director will be responsible for providing technical leadership and direction, defining and implementing activities that maximize project impact. Key responsibilities include ensuring the development of tools and resources that meet implementation standards, adapting methodologies for technical activities, and maintaining regular communication with the DCOP and home office staff. The TD will manage the technical team, enhancing staff capacity to deliver high-quality education programs, and engage with consortium partners to review technical content prior to implementation. Regular site visits will be conducted to provide technical assistance and monitor project activities. The TD will also develop technical components for annual work plans, draft reports, and ensure timely achievement of project objectives. Coordination with the Ministry of Education and representation in relevant technical forums are also essential duties.
Required Qualifications:
Candidates must possess a minimum of seven years of senior technical leadership experience in education programs, particularly in crisis-affected contexts. A Master’s degree in education is required, with a preference for specialties in early grade reading, Curriculum Development, or reading instruction. Demonstrated experience in community-based education structures, risk reduction planning, and inclusive education practices is essential. Candidates should also have a proven track record of incorporating innovations and participatory programming into educational initiatives, as well as the ability to communicate effectively across cultures and work under pressure.
Educational Background:
A Master’s degree in education is required for this position, with a focus on early grade reading, curriculum development, or reading instruction being highly preferred. This educational background is critical for understanding the complexities of educational programming in crisis settings and for leading initiatives that aim to improve educational quality and access.
Experience:
