Job Overview:
The position of Team Leader (TL) for the Kedo Diren Activity Ex-post Evaluation is crucial for leading the evaluation team and ensuring the successful execution of the evaluation process. The TL will be responsible for the overall management of the evaluation team, including planning, coordinating implementation, assigning tasks, and authoring the final evaluation report. This role requires a deep understanding of monitoring, evaluation, and learning (MEL) practices, particularly in the context of USAID-funded projects. The TL will work closely with team members to ensure that the evaluation is conducted effectively and that the findings are communicated clearly to stakeholders. The evaluation aims to assess the achievements and limitations of the Kedo Diren activity, providing insights that will inform future programming and decision-making for USAID/Mali. The position is expected to run from December 2024 through July 2025, with an estimated commitment of approximately 60 days.
Duties and Responsibilities:
The Team Leader will have a comprehensive set of responsibilities, including:
- Planning the evaluation process and coordinating its implementation.
- Assigning responsibilities and tasks to team members and ensuring effective collaboration throughout the evaluation phases.
- Conducting a desk review to identify necessary information for Analysis.
- Overseeing the locally hired evaluation team members in Data Collection efforts, particularly in hard-to-reach areas.
- Leading the coding, treatment, and analysis of collected data.
- Preparing and presenting PowerPoint presentations of deliverables.
- Developing all evaluation deliverables, including the work plan, evaluation Design, draft and final evaluation reports, and conducting in-brief and out-brief sessions.
Required Qualifications:
Candidates must possess a Master’s degree in social science fields such as population and demography, geography, anthropology, or related domains. They should have a documented track record of at least 10 years of experience in evaluation, particularly in conflict-resolution and natural Resource Management activities. Experience with USAID or other donor-funded evaluations is preferred, along with familiarity with USAID evaluation regulations and policies. Strong analytical skills, excellent interpersonal skills, and the ability to lead and manage teams effectively are essential qualifications for this role.
Educational Background:
A Master’s degree in social science disciplines is required for this position. This educational background is critical as it provides the necessary theoretical framework and analytical skills needed to conduct evaluations effectively in complex environments.
Experience:
The position requires a minimum of 10 years of professional experience in evaluation, with a strong emphasis on conflict-resolution and natural resource management. Candidates should have a proven track record of conducting evaluations for USAID or similar donor-funded projects, demonstrating their capability to navigate the complexities of such evaluations.
Languages:
Professional proficiency in English and French is mandatory for this position. This bilingual requirement is essential for effective communication with stakeholders and for conducting evaluations in the local context.
Additional Notes:
The position is expected to require travel to Mali, particularly for data collection and stakeholder engagement. The contract duration is from December 2024 to July 2025, with an anticipated level of effort of approximately 60 days.
