Job Overview:
The Team Leader (TL) position is crucial for leading the Mid Term Evaluation of the Anka Jiko Activity, which is a five-year initiative aimed at improving access to sustainable water supply and sanitation services in Mali. The TL will be responsible for the overall management of the evaluation team and ensuring the timely production of high-quality deliverables. This role involves planning the evaluation, coordinating its implementation, assigning responsibilities, and authoring the final evaluation report. The TL will work under the supervision of the MEL Platform Senior Evaluation Specialist and collaborate with various stakeholders to ensure the evaluation meets its objectives and adheres to USAID's monitoring and evaluation guidance.
Duties and Responsibilities:
The TL will have a comprehensive set of responsibilities, including planning the evaluation, coordinating its implementation, and overseeing the writing of the final evaluation report. Specific duties include:
- Collaborating with team members throughout the evaluation process, from Design to report writing, to leverage each member's expertise.
- Conducting a desk review and identifying additional information needed for Analysis.
- Coordinating with locally hired evaluation team members for Data Collection and engaging with national stakeholders.
- Overseeing the work of local data collection firms, especially in hard-to-reach areas, and ensuring the quality of qualitative data.
- Leading the coding, treatment, and analysis of collected data.
- Preparing PowerPoint presentations and leading the presentation of deliverables.
- Developing all necessary deliverables, including work plans, evaluation designs, and reports.
Required Qualifications:
Candidates must possess a Master's degree in social science, public health, or a related WASH field. They should have a documented track record of at least 10 years of experience in evaluation, particularly in evaluating WASH activities. Familiarity with USAID regulations and policies is preferred, along with excellent analytical skills, interpersonal skills, and team leadership abilities. Candidates should also demonstrate strong organizational skills and the ability to adhere to timelines, as well as possess excellent writing skills.
Educational Background:
The educational requirement for this position is a Master's degree in social science, public health, or another related field, particularly one that focuses on water, sanitation, and hygiene (WASH). This educational background is essential for understanding the complexities of the evaluation process and the specific challenges associated with WASH initiatives.
Experience:
The position requires a minimum of 10 years of experience in evaluation, with a strong emphasis on evaluating WASH activities. Candidates should have experience working on similar USAID or other donor-funded programs, which will provide them with the necessary context and understanding of the regulatory environment in which they will operate.
Languages:
Professional proficiency in English and French is required for this position. This bilingual capability is essential for effective communication with various stakeholders, including USAID representatives, implementing partners, and Local Government officials. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes:
The estimated period of performance for this position is from December 2024 through August 2025, with an anticipated level of effort of approximately 60 days. The role may require travel to Mali, and candidates should be prepared for this commitment.
