Job Overview:
The Shelter Team Leader position is crucial for managing temporary and permanent shelter and well construction projects in Nangarhar and Laghman provinces. The role focuses on facilitating the voluntary return of refugees from Pakistan and Iran, as well as assisting internally displaced persons (IDPs) and vulnerable host communities. The primary goal is to improve basic living conditions by providing shelter and WASH (Water, Sanitation, and Hygiene) assistance. This includes distributing materials, disbursing cash, and conducting training sessions. The Shelter Team Leader will be responsible for overseeing project planning, implementation, assessment, monitoring, and evaluation, ensuring that all activities align with NRC policies and guidelines. The position requires strong leadership skills to supervise and build the capacity of shelter staff, ensuring that projects are executed with the required quality and Design.
Duties and Responsibilities:
The Shelter Team Leader holds overall responsibility for the management of technical and Community Mobilization activities related to the shelter project. Key duties include:
- Project Planning and Implementation: Develop and implement project plans, ensuring alignment with NRC policies and guidelines.
- Assessment and Monitoring: Conduct assessments of the needs of returnees, IDPs, and host communities, and monitor project progress.
- Staff Supervision: Supervise and build the capacity of shelter staff, providing training and support as needed.
- Field Visits: Conduct field visits to interview beneficiaries and assess project impact.
- Safety and Security: Ensure the safety and security of staff during field missions.
- Data Management: Collect and report program data accurately, ensuring compliance with NRC standards.
- Representation: Represent NRC in meetings with external actors and promote Information Exchange.
- Continuous Learning: Stay updated on shelter programming issues and participate in NRC training and seminars.
- Reporting: Produce regular reports on project progress and challenges. 1
- Additional Tasks: Perform any other tasks as assigned by the immediate superior.
Required Qualifications:
Candidates must possess a minimum of a university degree in Civil Engineering, along with 4-5 years of experience in community-based projects or building construction projects. Strong problem-solving skills, the ability to prioritize tasks, and excellent documentation and reporting skills are essential. Candidates should demonstrate a commitment to working hard under pressure and possess proven communication, interpersonal, and negotiation skills. Experience with cash-based interventions and market-based programs is also required, along with documented results related to the position's responsibilities.
Educational Background:
A minimum of a university degree in civil engineering is required for this position. This educational background provides the necessary technical knowledge and skills to effectively manage shelter projects and ensure compliance with engineering standards and practices.
Experience:
Candidates should have a minimum of 4-5 years of relevant experience in community-based projects or building construction projects. Experience working in complex and volatile contexts, particularly with international NGOs or UN agencies, is highly desirable. Proven experience in field-level Coordination with UN organizations, INGOs, donors, and government authorities is also essential.
Languages:
Fluency in written and spoken English is mandatory, along with proficiency in local languages. Candidates must be able to express their ideas clearly and confidently in speech, facilitating effective communication with diverse stakeholders.

This position is exclusively announced for female candidates. The role offers a monthly salary based on the NRC Afghanistan Salary Scale, along with medical coverage for staff and four dependents. Leave and holidays are provided in accordance with Afghanistan Labor Law. Additionally, employees receive a top-up credit card on a monthly basis.
