Job Overview:
The Shelter Officer position is crucial for implementing and managing shelter projects in Myanmar, particularly in the Lashio area. The role involves ensuring adherence to NRC policies and guidelines while implementing the shelter project portfolio according to the established plan of action. The Shelter Officer will prepare status reports for management, ensure proper documentation, and target beneficiaries in need. The position emphasizes community involvement in the reconstruction process, recognizing that shelter is a process rather than a product. The officer will also assist in emergency responses, including rapid needs assessments and monitoring activities, while working closely with the project Coordinator on land identification, site planning, and shelter Design. The role requires extensive field travel and flexibility to work under challenging conditions.
Duties and Responsibilities:
The Shelter Officer will have a wide range of responsibilities, including:
- Ensuring adherence to NRC policies and guidelines.
- Implementing the shelter project portfolio according to the action plan.
- Preparing and developing status reports as required.
- Ensuring proper filing of project documents.
- Targeting beneficiaries in need and exploring new ways to assist them.
- Advising on engineering designs and cost estimates for shelter programs.
- Leading field teams in Community Organization for reconstruction efforts.
- Assisting in emergency responses, including assessments and monitoring.
- Supporting project management activities and ensuring quality control in construction. 1
- Maintaining daily contact with contractors and beneficiaries to monitor progress and address issues. 1
- Conducting field inspections to ensure compliance with design specifications and safety standards. 1
- Collaborating with other NRC programs to ensure effective service delivery.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or a related field, with relevant technical skills. A minimum of 2-4 years of experience in a similar role within INGOs or LNGOs is required. Strong communication skills in English, both written and spoken, are essential. Proficiency in IT and software such as Autocad for technical drawings is necessary. Knowledge of the Northern Shan State context is mandatory, and experience with shelter activities and emergency programming is advantageous. Familiarity with local languages such as Shan, Kachin, or Ta’ang is a plus.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in Civil Engineering or a related field. Candidates with other relevant degrees and technical skills may also be considered. The educational qualifications should reflect a strong foundation in engineering principles and practices, particularly as they relate to shelter and infrastructure development.
Experience:
The position requires candidates to have at least 2-4 years of relevant working experience in the humanitarian sector, particularly in complex and volatile contexts. Experience in project management, Emergency Response, and shelter programming is highly valued. Candidates should demonstrate documented results related to their responsibilities in previous roles, showcasing their ability to manage projects effectively and deliver results under challenging conditions.
Languages:
Fluency in English is mandatory for this position, both in speaking and writing. Knowledge of local languages such as Shan, Kachin, or Ta’ang is considered an advantage, as it can facilitate communication with local communities and stakeholders.

The position may involve extensive field travel and overnight visits to remote villages, requiring flexibility and a willingness to work under difficult conditions.
