Job Overview:
The (Senior) Social Development Specialist – Labor will play a crucial role in integrating environmental and social dimensions into AIIB's operations, particularly focusing on labor and working conditions (LWC). This position is vital for ensuring that AIIB's projects align with sustainable development goals. The specialist will be responsible for addressing environmental and social dimensions in policies, programs, and projects, providing transaction support focused on labor and working conditions, and managing environmental and social risks associated with investment projects. The role requires collaboration with various stakeholders to ensure compliance with AIIB's Environmental and Social Policy (ESP) and to promote best practices in sustainability.

Duties and Responsibilities:
The duties and responsibilities of the (Senior) Social Development Specialist – Labor include:
  • Participating in the identification, appraisal, Design, and implementation of investment programs and projects to evaluate environmental and Social Sustainability.
  • Managing environmental and social risks and impacts associated with investment projects, including Sovereign-backed and Non-sovereign-backed Financings.
  • Screening for potential environmental and social risks and impacts and proposing the environmental and social category for projects.
  • Conducting due diligence assessments of environmental and social aspects of projects and undertaking field visits as necessary.
  • Guiding clients in preparing and implementing environmental and social impact assessments, management plans, and labor management plans.
  • Supporting clients in stakeholder consultations and ensuring timely disclosure of relevant studies.
  • Monitoring the implementation of environmental and social aspects of projects and addressing issues that arise during project implementation.
  • Assisting clients in addressing non-compliance with environmental and social obligations.
  • Conducting reviews of relevant environmental and social laws and regulations in countries where AIIB operates. 1
  • Contributing to AIIB's knowledge base on environmental and social aspects, particularly related to labor management and emerging ESG frameworks. 1
  • Developing and conducting training on environmental and social sustainability for AIIB staff and clients. 1
  • Leading operations as the LWC Focal Point and Expert within the Sustainability and Fiduciary Solutions Department.

Required Qualifications:
The (Senior) Social Development Specialist – Labor must possess the following qualifications:
  • Proven ability to carry out complex tasks as part of multi-disciplinary teams.
  • Capacity to work under pressure to meet strict deadlines.
  • Advanced degree (Masters or PhD) in labor law, Human Resource management, industrial relations, social science, environmental science, engineering, planning, Community Development, law, or a related discipline.
  • Minimum of 8 years of relevant professional experience in environmental and social planning and management or labor and working conditions due diligence.
  • Expertise in labor-supply chain issues, child labor, and forced labor, preferably in the context of multilateral Development Banks or international standards.
  • Experience in labor assessments, labor audits, and industrial relations of infrastructure projects.
  • Proven application of professional expertise in planning, management, and monitoring of labor and working conditions and supply chain aspects of infrastructure programs.

Educational Background:
Candidates must have an advanced degree (Masters or PhD) in relevant fields such as labor law, human Resource Management, industrial relations, social science, environmental science, engineering, planning, community development, law, or related disciplines. This educational background is essential for understanding the complexities of labor and social issues in infrastructure projects.

Experience:
The position requires a minimum of 8 years of relevant professional experience. This experience should include working on environmental and social planning and management, labor and working conditions due diligence, and involvement with multilateral development banks, bilateral donors, or private sector organizations. Candidates should have demonstrated experience in labor assessments, audits, and the management of labor and working conditions in infrastructure projects.

Languages:
Excellent written and verbal communication skills in English are mandatory. Knowledge of the local language(s) of countries where AIIB invests would be advantageous, as it would facilitate better communication with stakeholders and enhance project implementation.
