Job Overview:
The Regional Logistics Adviser plays a crucial role in enhancing logistics services across the Middle East and North Africa (MENA) region. This position involves close collaboration with Country Office Logistics Managers and Heads of Support to provide technical advice, audit services, and support in recruitment processes. The adviser is expected to contribute to the development of innovative policies and strategies, focusing on optimizing Logistics Operations and ensuring compliance with NRC's standards. The role requires a proactive approach to mentoring and coaching Country Office teams, enabling them to improve their aid delivery capabilities. The adviser will also oversee market Analysis activities and facilitate Capacity Building for logistics staff, ensuring that best practices are shared and implemented across the region.

Duties and Responsibilities:
  • Provide strategic advice and Technical Support to Country Offices on logistics operations.
  • Contribute to the development of policies, strategies, tools, and innovative approaches in logistics.
  • Offer technical support on market analysis tools and methodologies for project modality decisions, including cash programming feasibility.
  • Monitor and ensure compliance with NRC's logistics handbooks and policies, conducting control checks and travel visits to Country Offices.
  • Document and disseminate best practices within the region and beyond.
  • Provide feedback to senior management regarding logistics needs and challenges in the MENA region.
  • Develop regional procurement capacities and investigate regional market options.
  • Support Global Logistics in implementing the Global Supply Chain Strategy at the Country Office level.
  • Facilitate Capacity Development initiatives across Country Offices and the Regional Office.

Required Qualifications:
  • A Bachelor's degree in a relevant field of study.
  • A minimum of 7 years of experience as a senior Logistics Manager in a humanitarian or recovery context, with some experience in a regional setting.
  • Strong technical expertise in logistics and supply chain management.
  • Experience working in complex and volatile contexts, including Emergency settings.
  • Proficiency in Data Collection, analysis, and report writing.
  • Extensive experience with supply chain digital tools and systems, as well as knowledge of market analysis tools and approaches.
  • Excellent communication and presentation skills, with the ability to negotiate and influence stakeholders.
  • Knowledge of the Middle East and North Africa context is desirable.
  • Knowledge of the Arabic language is desirable. 1
  • Fluency in English, both written and verbal. 1
  • A valid driver’s license is required.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field, which may include logistics, supply chain management, business Administration, or a related discipline. This educational background is essential to ensure that the candidate has a solid foundation in the principles and practices of logistics and supply chain management, which are critical for the role of Regional Logistics Adviser.

Experience:
The position requires a minimum of 7 years of relevant experience, specifically in a senior logistics management role within a humanitarian or recovery context. Candidates should have experience working in regional settings and complex environments, including emergency situations. This level of experience is necessary to navigate the challenges associated with logistics in crisis situations and to provide effective support to Country Offices.

Languages:
Fluency in English is mandatory, both written and verbal, as the role requires effective communication with various stakeholders. Knowledge of the Arabic language is desirable, as it would enhance the ability to engage with local teams and stakeholders in the MENA region. Proficiency in additional languages may also be beneficial but is not a requirement.

The duty station for this position is Amman, Jordan, which is classified as a family duty station. The contract duration is 24 months, and the role involves approximately 40% travel to various countries within the Middle East and North Africa region based on operational needs. The salary and benefits are aligned with NRC’s Grade 9 salary scales, which include comprehensive terms and conditions.
