Job Overview:
The position of Technical Referent for Monitoring and Program Data Management is situated within the Deputy Operational Program Directorate (DOAP) and reports to the Head of the SERA & Quality Approaches Unit. The individual in this role will develop the strategy for program data management within the organization, ensuring its effective implementation by country teams and promoting it externally. The role requires enhancing the technical and methodological skills of Solidarités International and supporting program monitoring in intervention countries, in conjunction with project management. The responsibilities include ensuring the quality and relevance of intervention frameworks, procedures, methodologies, and tools for responsible program data management, providing technical and methodological support to country teams both remotely and during field visits, contributing to the development of the organization's SERA strategy, and maintaining an active watch on issues related to program data monitoring and management.
Duties and Responsibilities:
The Technical Referent will be responsible for the following duties:
- Guarantee the quality and relevance of intervention frameworks, procedures, methodologies, and tools for monitoring and responsible management of program data.
- Provide technical and methodological support to country teams remotely and during field visits.
- Contribute to the development of the SERA strategy of the organization and participate in various institutional projects and associated tasks.
- Ensure active monitoring of issues related to program data monitoring and responsible management.
- Collaborate with other departments to ensure the integration of data management practices across the organization.
- Conduct training sessions for staff on data management and monitoring tools.
- Engage with external stakeholders to promote the organization's data management strategies and practices.
Required Qualifications:
Candidates must possess a degree in International Development, Management, Information Systems, or an equivalent qualification with a statistical or quantitative data Analysis component. Additionally, candidates should have confirmed humanitarian field experience in SERA or Information Management (IM) Coordination roles, as well as proven experience in program data management. Technical and methodological skills are essential, including excellent project cycle management and monitoring tools proficiency, a solid understanding of data lifecycle management, and familiarity with analysis frameworks and associated methodologies, particularly sampling. Candidates should also have a strong interest in Data Protection issues and the ability to Design and facilitate training sessions.
Educational Background:
The educational background required for this position includes a degree in International Development, Management, Information Systems, or a related field that includes a statistical or Data Analysis component. This educational foundation is crucial for understanding the complexities of program data management and monitoring.
Experience:
The position requires confirmed humanitarian field experience, particularly in roles related to SERA or Information Management at a coordination level. Candidates should have a solid track record of managing program data effectively and should be able to demonstrate their experience in this area.
Languages:
Candidates must have strong written and verbal communication skills in both English and French. Proficiency in Spanish is considered an asset, enhancing the candidate's ability to communicate in diverse environments and with various stakeholders.
Additional Notes:
The position is based at the headquarters of Solidarités International in Clichy, with the possibility of remote work. The contract is a short-term contract lasting 18 months. The gross monthly salary ranges from €3,183 to €3,316, depending on the applicable salary scale at headquarters. The organization offers the possibility of remote work for 4 to 12 days per month, in accordance with the current telework charter and manager approval. Employees are entitled to 2.0833 vacation days per month and 1 day of RTT (reduction of working time) for each full month worked. Additional benefits include a mutual insurance contribution of 80%, meal vouchers covering 60%, and transportation costs in Île de France covered at 50%. The organization also provides recovery days and full medical coverage during field missions.
