Job Overview:
The Project Manager position is crucial for enhancing the efficiency and effectiveness of cash assistance delivery in Sudan, specifically through Multi-Purpose Cash Assistance (MPCA) and Group Cash Transfers (GCT). The role involves collaborating with partners and the Sudan Cash Working Group to address liquidity issues, develop common contracting frameworks for financial service providers (FSPs), and create a unified payment system that adheres to international standards. The Project Manager will also be responsible for providing Technical Support, engaging stakeholders, and advocating for necessary changes with Financial Institutions, ensuring that cash assistance is delivered securely and efficiently to those in need.
Duties and Responsibilities:
- Provide technical advice on FSP infrastructure and liquidity management.
- Assist partners in implementing last-mile delivery pilots for cash assistance.
- Conduct ongoing scouting, Mapping, and performance Analysis of FSPs.
- Engage stakeholders to develop recommendations for managing liquidity constraints.
- Develop strategies to address liquidity issues and advocate with the Central Bank of Sudan.
- Establish rules and requirements for FSP participation in common contracting.
- Create common procurement policies and structures among CCS partners.
- Oversee tender development and publication processes.

- Provide onboarding and training for teams involved in cash assistance delivery.
Required Qualifications:
Candidates must possess strong analytical skills, experience in Cash Transfer programming, and a solid understanding of financial service provider operations. They should have excellent communication and negotiation skills, as well as the ability to work collaboratively with diverse stakeholders. A background in Humanitarian Response and familiarity with the Sudanese context will be advantageous. Additionally, candidates should demonstrate a commitment to Mercy Corps' mission and values, including integrity, accountability, and respect for local communities.
Educational Background:
A bachelor's degree in a relevant field such as international development, economics, finance, or a related discipline is required. A master's degree is preferred and may enhance a candidate's qualifications for the role.
Experience:
Candidates should have a minimum of 5 years of experience in project management, particularly in cash assistance or financial service provision within humanitarian contexts. Experience working in Sudan or similar environments is highly desirable, as is familiarity with cash Coordination mechanisms and partnerships with NGOs and local organizations.
Languages:
Fluency in English is mandatory, and proficiency in Arabic is highly desirable. Knowledge of additional languages relevant to the Sudanese context may be beneficial.

This position is full-time and may require occasional travel within Sudan. The role is critical to the success of the Cash Consortium of Sudan and offers an opportunity to make a significant impact on the lives of vulnerable populations affected by the ongoing crisis.
