Job Overview:
The Programme Management Officer will play a pivotal role in supporting the Director of the Division on Technology and Logistics by overseeing the implementation, monitoring, and evaluation of various programs related to technology and logistics. This position requires collaboration with other Program Management staff to ensure that the objectives set by the Director are met effectively. The officer will be responsible for analyzing program/project development, identifying issues, and initiating corrective actions. The role also involves liaising with relevant parties to ensure smooth Coordination within UNCTAD and with external stakeholders. The officer will monitor economic developments in technology and logistics, providing substantive inputs to the Director's overall program of work, ensuring that the needs of Member States are addressed. Additionally, the officer will conduct research, lead policy development initiatives, and prepare written outputs, including reports and publications. The position requires a proactive approach to outreach activities, training workshops, and communication materials related to technology and logistics.
Duties and Responsibilities:
The Programme Management Officer will be responsible for a comprehensive set of duties, including assisting the Director in formulating and implementing mandated programs, analyzing program/project development, and ensuring effective coordination with various stakeholders. The officer will monitor economic developments, provide substantive inputs, and conduct consulting assignments to facilitate workshops and develop action plans. Responsibilities also include leading policy development initiatives, generating survey initiatives, preparing written outputs, providing backstopping for meetings and conferences, coordinating outreach activities, and participating in large field missions. The officer will contribute to the formulation of the medium-term plan, program of work, and budget of the Division, while also identifying resource mobilization opportunities and building partnerships to support the Division's work.
Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to technology, logistics, and international trade and development. The ability to identify and analyze issues, conduct independent research, and raise extrabudgetary funds is essential. Candidates should demonstrate professional competence, efficiency in meeting commitments, and the ability to incorporate gender perspectives into their work. Strong communication skills, both written and oral, are required, along with the ability to work collaboratively in a team environment. Candidates should also exhibit strong planning and organizational skills, with the ability to prioritize tasks and manage conflicting priorities effectively.
Educational Background:
An advanced university degree (Master’s degree or equivalent) in business Administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree.
Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. At least three years of experience in project/program management focused on trade and development is desirable. Experience in a front office setting, Fundraising, and resource mobilization, as well as technical cooperation related to technology, logistics, and international trade, is also desirable.
Languages:
Fluency in English, both oral and written, is required for this position. Fluency in French is desirable, and knowledge of another UN official language is considered an asset.
