Job Overview:
The Program Manager for Humanitarian Response, Recovery, and Resilience will oversee multisectoral projects aimed at supporting household and community stabilization, recovery, and resilience. This role involves managing diverse funding sources to ensure high-quality programming and continuous improvement in humanitarian and resilience efforts. The Program Manager will be responsible for the entire project cycle, from Design to implementation and close-out, ensuring adherence to CRS quality principles, donor guidelines, and industry best practices. The position requires proactive identification of project risks and challenges, as well as effective management of team dynamics and staff well-being. The Program Manager will also lead program learning initiatives, facilitate the dissemination of best practices, and contribute to proposal development and partnership strengthening relevant to Emergency Response and resilience programming.

Duties and Responsibilities:
The Program Manager will provide management, guidance, and technical oversight of emergency response, recovery, and resilience projects throughout the project cycle. Key responsibilities include: ensuring project design and implementation align with CRS standards; identifying and managing project risks; supervising and coaching project staff; leading capacity strengthening interventions; facilitating program learning and dissemination of best practices; supporting proposal development and budget creation; managing financial and material resources; ensuring compliance with donor requirements; leading reporting processes; and promoting CRS’ Safeguarding Policy and Code of Conduct. The role also involves coordinating with relevant sectoral and line ministries to ensure effective planning and implementation of projects.

Required Qualifications:
Candidates must possess strong critical thinking and problem-solving skills, excellent relationship management abilities, and effective communication skills. A proactive, results-oriented approach is essential, along with strong supervision and team management capabilities. Demonstrated Financial Management skills and a flexible management style to adapt to changing contexts are also required. Experience in project management within emergency response programming is highly desirable, as is familiarity with partner organizations and technical proposal development.

Educational Background:
A Master’s degree in international development, International Relations, or a related field is required. Additional relevant experience may substitute for some educational requirements. Candidates should have a minimum of 5 years of field-based experience in coordinating or managing moderately complex emergency projects, preferably with an international NGO.

Experience:
The position requires a minimum of 5 years of relevant field-based experience in managing emergency projects. Candidates should have demonstrated experience in team supervision and capacity strengthening, as well as a background in project management within emergency response programming.

Languages:
Fluency in English (both spoken and written) is mandatory. Proficiency in Dari or Pashto is considered a plus, enhancing the candidate's ability to communicate effectively within the local context.

Additional Notes:
The position may require up to 50% travel within Afghanistan, with occasional international travel. The role is contingent upon funding availability and may involve supervisory responsibilities.
