Job Overview:
The Program Manager II will oversee and provide technical guidance for cash and market-based programming as part of the Gaza Emergency Response activities and in the West Bank. This role involves managing the development and implementation of the Country Program's cash and market-based initiatives, ensuring that systems and processes are effective and support high-quality programming. The manager will represent CRS in key Coordination forums, ensuring alignment with national standards and global best practices. The position requires strong management skills to enhance the impact of cash and market-based programming, contributing to the overall mission of CRS in serving vulnerable populations.

Duties and Responsibilities:
The Program Manager II will be responsible for managing and providing technical oversight for all projects within the cash and market-based programming portfolio. This includes ensuring project Design, implementation, and close-out align with CRS quality principles and donor guidelines. The manager will effectively manage risks, oversee Talent Management, and supervise team dynamics. They will represent CRS in humanitarian coordination structures, lead program learning initiatives, and contribute to the development of proposals for new funding opportunities. Additionally, the manager will oversee technical assistance and capacity strengthening activities, manage project expenditures, and establish relationships with donors and peer organizations. They will also lead assessments and monitoring efforts to ensure programming is market-aware and responsive.

Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, Economics, or a related field. A minimum of 5 years of relevant field-based project management experience is required, with at least 2-3 years in cash and market-based programming. Experience managing moderately complex projects, preferably with an international NGO, is essential. Strong technical proficiency in cash and voucher programming and market-based approaches is also required.

Educational Background:
A Master's Degree in a relevant field such as International Development, International Relations, or Economics is required. Additional experience may substitute for some educational requirements, indicating a flexible approach to candidate qualifications.

Experience:
The position requires a minimum of 5 years of experience in project management, with a strong preference for candidates who have worked in cash and market-based programming for at least 2-3 years. Experience in managing projects within an international NGO context is highly desirable, showcasing the need for familiarity with complex project environments.

Languages:
Fluency in English is mandatory, with professional proficiency in Arabic considered a plus. This bilingual requirement is crucial for effective communication within the diverse contexts of Gaza and the West Bank.

Additional Notes:
The position involves significant travel, up to 50%, to Gaza, the West Bank, and Jerusalem, contingent on security conditions. The role is classified at Salary Grade 10, indicating a senior level of responsibility within the organization.
