Currently, CRS focuses its efforts in South Central Somalia, addressing integrated health, Nutrition, protection, and WASH (Water, Sanitation, and Hygiene) interventions for internally displaced persons (IDPs) and other vulnerable groups.

Job Overview:
The Program Manager II will be responsible for managing and providing technical oversight for the Kaafia Plus II project. This role involves ensuring that effective systems and processes are established to support high-quality programming. The manager will leverage their management skills and knowledge to ensure that CRS Somalia delivers impactful programming and continuously seeks to improve its effectiveness. The position requires a proactive approach to project management, ensuring that all aspects of the project cycle—from Design to implementation and close-out—are executed in alignment with CRS quality principles, donor guidelines, and industry best practices. The manager will also play a crucial role in fostering a collaborative team environment and enhancing the overall impact of the project.

Duties and Responsibilities:
The Program Manager II will have a comprehensive set of responsibilities, including:
  • Providing management, guidance, and technical oversight across all sectors involved in the Kaafia Plus II project, including Health and Nutrition, Protection, WASH, and Multi-purpose Cash Assistance (MPCA).
  • Ensuring that project design, start-up, implementation, and close-out adhere to BHA and CRS quality standards.
  • Effectively managing the project team, including Talent Management, coaching, and Performance Management for direct reports.
  • Leading the development of program learning by identifying opportunities for research and publications related to the project.
  • Facilitating the dissemination of best practices and lessons learned to contribute to the agency's Knowledge Management agenda.
  • Pursuing new funding opportunities to expand the Somalia CP Emergency and recovery sector portfolio.
  • Serving as the technical lead and writer for high-quality proposals, contributing to budgeting and staffing plans.
  • Overseeing technical assistance and capacity strengthening for staff and partner organizations.
  • Ensuring timely project expenditures in line with financial plans and efficient use of resources.

Required Qualifications:
Candidates must possess a Master’s degree in international development, International Relations, or a related field in Humanitarian Response. Additional relevant experience may substitute for some educational requirements. A minimum of 5 years of field-based project management experience is required, with at least 2-3 years in Health and Nutrition, WASH, MPCA, or Protection sectors. Experience managing complex projects, preferably with an international NGO, is essential. Strong analytical and problem-solving skills, along with excellent communication and presentation abilities, are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in international development, International Relations, or a related field focused on humanitarian response. Candidates with additional relevant experience may be considered in lieu of formal education qualifications. This educational foundation is critical for understanding the complexities of project management in humanitarian contexts.

Experience:
The position requires a minimum of 5 years of relevant field-based project management experience. Candidates should have a strong background in managing projects related to Health and Nutrition, WASH, MPCA, or Protection, with a preference for those who have worked with international NGOs. Experience in managing complex projects and familiarity with donor requirements, particularly from USAID, is highly desirable.

Languages:
Excellent communication skills in both oral and written English are mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
