Job Overview:
The Program Manager I for Food & Cash Assistance will oversee the implementation of food and cash assistance programs in South Sudan, specifically in the Bor area. This role involves managing the programming in collaboration with the World Food Program (WFP) and ensuring that the projects align with CRS's mission to serve the poor and vulnerable populations. The manager will lead a team of national staff, coordinate activities across multiple locations, and ensure that the programming is responsive to the challenges posed by insecurity and limited access to resources. The position requires a strong focus on quality programming, integration with other CRS initiatives, and the ability to adapt to changing circumstances in the field. The manager will also be responsible for ensuring that the team adheres to safety and security protocols while working in remote and insecure locations.
Duties and Responsibilities:
The Program Manager I will manage all aspects of project cycles including Design, implementation, and close-out. Key responsibilities include ensuring that project plans reflect operational constraints, managing team dynamics, providing coaching and Performance Management for direct reports, and analyzing project performance data. The manager will coordinate with other CRS programs to optimize resource use and strengthen collective impact. Additionally, the role involves identifying staff capacity needs, strengthening partnerships, and acting as the primary contact for communication with WFP. The manager will also oversee financial and material resources, ensuring efficient use and timely submission of required documents. Monitoring of advances, transfers, and distribution reports will be essential, as well as ensuring that safeguarding and gender equity are integrated into all program activities.
Required Qualifications:
Candidates must possess strong critical thinking and problem-solving skills, as well as the ability to manage relationships effectively with diverse groups. Experience in matrix management for programs and operations is essential, along with strong written and verbal communication skills. The ability to live and work in remote locations with limited amenities is crucial, as is a proactive and results-oriented approach to work. Candidates should demonstrate personal accountability, integrity, and the ability to collaborate with others in a diverse team environment.
Educational Background:
A Master’s degree in international development, International Relations, or a related field is required. Additional relevant experience may substitute for some educational requirements. Candidates should have a strong academic background that supports their ability to manage complex projects effectively.
Experience:
A minimum of 5 years of relevant field-based experience in coordinating or managing moderately complex projects is required, preferably with an international NGO. Experience in food and cash assistance programming is highly desirable, as is familiarity with WFP reporting systems and technical proposal development. Candidates should have a proven track record of managing projects in challenging environments.
Languages:
Fluency in English is mandatory. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with local partners and communities.
Additional Notes:
This position is contingent upon donor approval and requires a commitment to travel, with up to 80% of time spent in remote and insecure field locations. The role involves supervisory responsibilities over senior project officers and other team members.
