Job Overview:
The Program Development Manager for USG Contracts will play a crucial role within the New Initiatives team at Mercy Corps, focusing on the development of strategic proposals for US Government contracts. This position is designed for a full-time employee based in Washington, DC, or working remotely. The manager will be responsible for leading and supporting the proposal development process, ensuring that the organization is well-prepared to engage with US Government contracting opportunities. This includes managing proposal teams, overseeing negotiations, and collaborating with various stakeholders to enhance the competitiveness of Mercy Corps in the USG contracting space. The role requires a proactive approach to Design" id="link" class="link">Program Design and development, as well as the ability to mentor and guide team members in navigating the complexities of USG contracts.

Duties and Responsibilities:
  • Lead and support the development of strategic USG contract proposals, ensuring adherence to best practices in proposal development.
  • Manage large and dispersed proposal teams, coordinating efforts between headquarters and country offices.
  • Oversee negotiations with various stakeholders for both prime and subcontract positions.
  • Collaborate with the Cost & Pricing Team to manage the budget development process, ensuring alignment between technical design and budget.
  • Assist country teams in pre-positioning efforts to prepare for strategic opportunities and influence donor strategies.
  • Attend events in Washington, DC, and country offices to represent Mercy Corps and cultivate relationships with key donor agencies, particularly USAID.
  • Develop tools, templates, and training materials relevant to USG contract proposals.
  • Conduct training sessions for staff on contract proposal development and best practices.
  • Stay informed about relevant donor strategies and how Mercy Corps can engage with them effectively.

Required Qualifications:
  • Proven experience in program development and proposal writing, particularly for US Government contracts.
  • Strong understanding of the USG contracting process and familiarity with USAID regulations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to manage complex projects and lead teams in a collaborative environment.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Ability to work independently and take initiative in a fast-paced environment.

Educational Background:
A bachelor's degree in international development, public Administration, business administration, or a related field is required. A master's degree is preferred and may be considered an asset for this position.

Experience:
A minimum of 5 years of relevant experience in program development, proposal writing, or Business Development, specifically related to US Government contracts. Experience working with international non-profit organizations is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in additional languages relevant to Mercy Corps' operational regions is considered a plus.
