This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the general administrative supervision of the Chief Medical Officer and doctors the incumbent will assist in Medical Management for the mission. Specifically, the Medical Operations and Training Manager will perform the following:

- Demonstrable organizational skills
- Proven ability to communicate effectively, both orally and in writing
- Demonstrable interpersonal skills and documented experience in negotiations
- Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
- Negotiating experience, preferably in the area of monitoring operations and/or related activities

- First-level university in a relevant field
- Minimum 6 years of relevant professional experience

- At least six years of progressively responsible international professional experience;
- Proven record of 5-6 years of administrative work, reporting, statistical Database Management;
- Must hold an active license/certification as a Paramedic (National Registered/State Certified) or equivalent (Off ShoreMedic);
- Demonstrate experience in assisting Clinical Operations and projects;
- Must hold the following current certifications: ALS/ACLS (Advanced Life Support/Advanced Cardiac Life Support), PHTLS/ITLS(Pre-Hospital Trauma Life Support/International Trauma Life Support);
- Must demonstrate suitable experience in the delivery of medical Training Programs.
- Demonstrate ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Professional fluency in the English language;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure and travel within Ukraine; proven resilience to high stress environments;
- Demonstrate commitment to Gender Equality objectives as well as the ability to integrate a Gender Perspective into tasks and activities;
- Computer literacy, including, but not exclusive to; Microsoft Word, Excel, Powerpoint, Outlook;
- Certifications in the following areas are advantageous: TCCC/BATLS (Tactical Combat Casualty Care/Battlefield Advanced Life Support), EPC/PALS (Emergency Paediatric Care/Paediatric Advanced Life Support) and/or MIMMS (Major Incident Medical Management Support).

- Performing Administration tasks within Medical Unit as requested by Chief medical Officer; preparing monthly, quarterly, annual draft reports for submission to Senior Management through Chief medical Officer;
- Delivering medical training to all SMM Kyiv personnel and all SMM Monitoring Teams;
- Ensuring that the medical training content is relevant and compliant with current protocols (American Heart Association/European Resuscitation Council/UK Resuscitation Council standards);
- Creating mission-specific medical training that is relevant to pre-hospital medical emergency situations that may arise across the mission;
- Assisting Medical Unit in procurement medical equipment and research relevant products; discussions with SMM medical staff about their requirements; assisting in terms of reference (that are researched and justified by SMM/OSCE standards) for the SMM procurement department;
- Assisting in medical equipment inventory and distribution to all SMM locations;
- Assisting with records of SMM medical equipment in an accurate and accountable manner;
- Assisting with co-ordination and routine reports with partner organizations;
- Assisting National Medical Staff with administrative or professional issues as required;
- Conducting antigen testing and referral to PCR laboratories when needed;
- Conducting clinical assessments of walk-in patients at the medical office when other medical staff are not available, subject to professional scope of practice;
- Within Medical Unit, following up with Continuous Professional Development and assist Medical staff with External training requests;
- Performing any other duties as directed by the Mission Medical Officers;
- Co-operating with contracted paramedic organization in main tasks.
