Job Overview:
The MEL Officer (Information Management) plays a crucial role in ensuring that the information management and reporting processes within the organization are accurate and timely. This position involves implementing delegated tasks according to the action plan, monitoring Data Quality, and providing Technical Support and Capacity Building to partners. The officer will assess and document ideas for technical improvements and prepare status reports as required by management. The role requires a proactive approach to Data Management, including collection, storage, processing, and Analysis to generate meaningful information products that support program development. The MEL Officer will also be responsible for ensuring adherence to NRC policies and procedures, contributing to the overall effectiveness of the organization's humanitarian efforts.
Duties and Responsibilities:
- Ensure adherence to NRC policies, guidance, and procedures.
- Implement delegated tasks according to the plan of action.
- Ensure that information management and reporting processes are accurate and conducted in a timely manner.
- Conduct data quality monitoring of activities and share key findings within the team for further improvement.
- Provide specific technical support and capacity building towards partners under the supervision of the Information Management Coordinator.
- Assess, promote, and document ideas for technical improvement and options for further program development.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Engage in up to 30% travel as required for the role.
Required Qualifications:
- Experience working in Information Management within a humanitarian or recovery context.
- Previous experience in complex and volatile environments.
- Documented results related to the responsibilities of the position.
- Experience with non-governmental organizations (NGOs) is preferred.
- Good level of English, both written and verbal.
- Experience with database management, ODK, and/or humanitarian information management.
- Good knowledge in the management and Coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products.
- Good knowledge of Data Visualization tools - Power BI is an asset.
- Experience in utilizing QGIS. 1
- Experience handling sensitive and confidential data with a clear understanding of Data Protection principles. 1
- Demonstrated understanding of different Data Collection methodologies. 1
- Experience in conducting, organizing, and managing assessments, surveys, and similar. 1
- Advanced computer skills.
Educational Background:
A university degree in Information Technology, Social Science, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of information management in humanitarian contexts and equips the officer with the skills needed to effectively analyze and manage data.
Experience:
The position requires experience working in Information Management, particularly within humanitarian or recovery contexts. Candidates should have a proven track record of working in complex and volatile environments, demonstrating their ability to adapt and respond to challenging situations. Experience with NGOs is preferred, as it indicates familiarity with the operational dynamics of non-profit organizations. Additionally, candidates should have documented results related to the responsibilities of the position, showcasing their effectiveness in similar roles.
Languages:
A good level of English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions in which NRC operates. This linguistic capability is essential for effective communication within the organization and with external partners.
Additional Notes:
The contract duration for this position is until 31 May 2025, with the possibility of renewal based on performance and availability of funding. The position is categorized as Grade 5, Step 1 according to the NRC salary scale. The role is full-time and may require travel up to 30% of the time.
