Job Overview:
The HLP TWG Coordinator position is crucial for leading the early response and ongoing development of the Housing, Land and Property Technical Working Groups (HLP TWGs) for operations in the Gaza Strip. This role involves coordinating meetings, forums, and joint events, as well as liaising with HLP TWG members, humanitarian and development actors, and relevant authorities. The coordinator will conduct needs assessments, develop and operationalize the HLP TWG strategy, and provide Capacity Building and technical guidance to humanitarian actors engaged in the Gaza Strip response. The position aims to build relationships with key stakeholders, facilitate HLP TWG meetings, and ensure alignment with the Protection and Shelter Cluster approaches. The coordinator will also monitor and evaluate the implementation of HLP strategies and response plans, identify advocacy priorities, and support Fundraising efforts for HLP activities.
Duties and Responsibilities:
The HLP TWG Coordinator will be responsible for a variety of tasks including:
- Identifying and building relationships with key stakeholders such as technical advisers, program staff, authorities, and research organizations.
- Coordinating and facilitating HLP TWG meetings and forums, representing the TWG at relevant Coordination meetings.
- Conducting HLP needs assessments and contributing to comprehensive assessments of legal frameworks and stakeholder issues.
- Providing policy and Technical Support by producing guidance notes, tools, and information materials for sectoral partners.
- Conducting training on HLP concerns and policies for stakeholders.
- Developing the HLP TWG strategy and sectoral response plans in collaboration with humanitarian community stakeholders.
- Monitoring and evaluating the implementation of HLP strategies and activities.
- Identifying advocacy priorities and conducting strategic advocacy.
- Advising on and supporting fundraising efforts for HLP activities. 1
- Supporting the establishment and maintenance of HLP TWG’s technical advice and research archiving systems.
Required Qualifications:
Candidates must possess at least three years of relevant experience with international organizations. A university degree in legal studies with a focus on housing, land, and property or other relevant fields is required, while a Master’s degree is considered an advantage. Candidates should have experience in inter-agency engagement and Cluster Coordination, particularly in establishing HLP TWGs. Extensive experience in humanitarian or recovery contexts, especially in protection or legal assistance, is essential. Strong interpersonal, negotiation, coordination, and Information Management skills are also required, along with expertise in planning, implementation, monitoring, and reporting on humanitarian operations.
Educational Background:
The educational background required for this position includes a university degree in legal studies, particularly with a focus on housing, land, and property. A Master’s degree in a related field is advantageous and may enhance a candidate's qualifications for the role.
Experience:
The position requires a minimum of three years of relevant experience working with international organizations. Candidates should have a strong background in humanitarian contexts, particularly in protection or legal assistance, and experience in inter-agency engagement and cluster coordination is highly desirable.
Languages:
