Job Overview:
The Finance & Compliance Director (FCD) plays a crucial role within the senior Program Management team at Mercy Corps Afghanistan. This position is responsible for overseeing all Financial Management aspects of the PREVALE program, ensuring compliance with both internal policies and donor regulations. The FCD will work closely with the PREVALE Consortium Director to manage budgeting, Financial Reporting, and grant financial management. The role also involves ensuring compliance with local legal and regulatory requirements, providing timely assistance to the Consortium Director and the program team, and ensuring that Financial Resources are utilized efficiently and effectively. The FCD will lead the financial management and compliance efforts for the program, which aims to enhance the livelihoods of vulnerable Afghans and build community resilience to environmental risks.
Duties and Responsibilities:
The Finance & Compliance Director will have a wide range of responsibilities, including:
- Financial Management: Collaborate with the Consortium Director to manage budgeting processes, including master budgets and cost allocations. Ensure effective and transparent use of financial resources in compliance with Mercy Corps and donor policies. Maintain Banking relations and monitor cash flow requirements. Produce management reports and financial scenarios for strategic decision-making. Lead the development of financial reports in line with donor requirements.
- Programme Compliance: Lead legal and operational financial tracking for the consortium. Prepare and submit country-level government reports timely. Ensure compliance with local laws and manage program contracts and agreements. Provide day-to-day support to the operational structure of the program.
- Risk Management: Collaborate with country departments to implement financial risk management policies. Support preparedness and response to major disruptive events. Supervise finance officers and partner compliance focal points, ensuring accountability and effective communication with stakeholders.
Required Qualifications:
Candidates must possess a BA/S or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 5 years of progressive financial management experience is required, along with at least 4 years of experience in Grants Management and familiarity with FCDO and other donor regulations. Experience in Afghanistan or internationally is essential, with a preference for candidates with international NGO experience. Strong accounting skills, including management of the general ledger and payroll, are necessary, as well as prior management experience and strong organizational skills. Advanced computer skills in MS Office, particularly Excel, are required, along with effective communication and multitasking abilities. Candidates must demonstrate the ability to work in diverse teams and sensitive environments.
Educational Background:
The position requires a BA/S or equivalent in accounting or finance, with an advanced degree being preferred. This educational background is essential for understanding the complexities of financial management and compliance in a challenging operational context.
Experience:
Candidates should have at least 5 years of progressive financial management experience, with a minimum of 4 years in grants management. Experience in Afghanistan or in international settings is required, with a preference for candidates who have worked in international NGO field offices. Demonstrated experience in budget preparation, financial reporting, and the ability to translate technical financial data into informative reports is crucial.
Languages:
Fluency in English is required, both oral and written. Knowledge of Dari and Pashto is advantageous, as it can facilitate communication in the local context and enhance collaboration with diverse teams.

This position is based in Kabul, Afghanistan, with significant travel required to program locations across the country. The role is full-time and involves regular travel to Mercy Corps field offices and project sites.
