Job Overview:
The ESS Coordinator-Roving is a critical role within NRC, focusing on the Administration, mainstreaming, Coordination, Technical Support, and monitoring of the Environmental and Social Management Framework (ESMF) across projects funded by KfW. This position is essential for ensuring compliance with the World Bank's Environmental and Social Standards throughout the implementation of these projects. The incumbent will be responsible for evaluating and mitigating environmental and social risks associated with project execution across various regions. The role necessitates frequent travel to project sites to assess safeguarding concerns, engage with stakeholders, and provide technical guidance to project staff, ensuring that all environmental and social considerations are adequately addressed and integrated into project planning and execution.

Duties and Responsibilities:
The duties and responsibilities of the ESS Coordinator include ensuring compliance with NRC policies and donor requirements regarding environmental and social safeguarding. The coordinator will serve as the technical lead for the implementation of the ESMF, which includes developing and updating technical guidelines related to environmental and social safeguarding in accordance with ESS standards. The role involves monitoring all required environmental and social mitigation measures outlined in safeguarding instruments such as the Stakeholder Engagement Plan (SEP), Environmental and Social Management Plan (ESMP), and Environmental and Social Commitment Plan (ESCOP) for sub-projects, and compiling regular reports as agreed with the donor. The ESS Coordinator will also be responsible for training NRC personnel on E&S safeguards and coordinating environmental and social commitments across various project locations. Additionally, the coordinator will provide on-site support in assessing, implementing, and monitoring the ESMF, ensuring consistency and compliance across all project sites. Specific responsibilities include conducting environmental and social risk categorization of sub-projects, escalating significant changes in risk categorization to the donor, and supporting project managers in developing site-specific safeguarding plans. The coordinator will also manage record-keeping for all E&S related documentation and undertake monitoring of sub-projects to ensure compliance with agreed management plans.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience in environmental and social management. Proven experience with the application of World Bank E&S standards in Development Projects is essential, along with experience in partnerships with local organizations. The role requires expertise in resource allocation and cost management, as well as documented results related to the responsibilities of the position. Candidates should have a solid understanding of their leadership skills and profile, and must be intermediate in English, both written and verbal. Context-specific skills, knowledge, and experience are also required, including a bachelor's degree or equivalent in Environmental Engineering or Public Health, with a degree in management or social work considered an advantage. Additionally, candidates must have experience drafting environmental and social assessments, screening, and categorization for rehabilitation and infrastructure projects, adhering to relevant international standards, particularly the World Bank E&S standards. Fluency in Ukrainian is mandatory.

Educational Background:
The educational background required for this position includes a bachelor's degree or equivalent in Environmental Engineering or Public Health. A degree in management or social work is considered an advantage, as it may provide additional relevant skills and knowledge applicable to the role.

Experience:
The position requires a minimum of three to four years of experience in a relevant field, specifically in environmental and social management. Candidates should have a proven track record of working with World Bank E&S standards and experience in drafting environmental and social assessments, screening, and categorization for various projects, particularly in rehabilitation and infrastructure.

Languages:
Fluency in Ukrainian is a mandatory requirement for this position. Additionally, candidates should have an intermediate level of proficiency in English, both written and verbal, to effectively communicate and report on environmental and social matters.
