Job Overview:
The Emergency Programs Director is a pivotal role within the Gaza Emergency Response team, responsible for ensuring that emergency programs and projects are implemented, managed, monitored, and reported in accordance with Mercy Corps' quality standards and donor requirements. This position requires strong leadership and Coordination skills, as the director will work closely with the Emergency Response Team Leader and other team members to direct and oversee the Gaza Emergency Response's program activities. The director will also play a crucial role in developing strategies to secure resources for programs and engaging stakeholders to support these initiatives, particularly in light of the ongoing humanitarian crisis exacerbated by recent conflicts.

Duties and Responsibilities:
The Emergency Programs Director will be responsible for a wide range of duties, including but not limited to: participating in the development of the Mercy Corps Gaza Strategy and Emergency Response Plan; overseeing the start-up and ongoing management of emergency programs across various field locations; ensuring effective targeting of program participants based on established vulnerability criteria; developing and implementing program strategies, including partnership frameworks and distribution processes; maintaining compliance with Mercy Corps Program Management Minimum Standards; managing the program team in Gaza and utilizing remote tools as necessary; recruiting and inducting new team members; promoting a work environment of mutual respect and accountability; and ensuring effective financial Resource Management and reporting in line with donor and organizational policies.

Required Qualifications:
Candidates for the Emergency Programs Director position should possess strong leadership and management skills, with a proven ability to oversee complex programs in challenging environments. They should have experience in emergency response and program management, particularly in humanitarian contexts. Additionally, candidates should demonstrate excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders and team members. A strong understanding of Financial Management and compliance is also essential, along with the ability to develop innovative solutions to program challenges.

Educational Background:
A bachelor's degree in a relevant field such as international development, humanitarian studies, public Administration, or a related discipline is required. A master's degree is preferred and may be advantageous for candidates seeking to demonstrate advanced knowledge and expertise in emergency response and program management.

Experience:
The ideal candidate should have at least 5-7 years of experience in program management, with a focus on emergency response and Humanitarian Assistance. Experience working in conflict-affected areas, particularly in the Middle East, is highly desirable. Candidates should also have a track record of successfully leading teams and managing complex projects in challenging environments.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and team members. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is full-time and based in Gaza. The Emergency Programs Director will be expected to work in a highly dynamic and potentially insecure environment, requiring flexibility and adaptability. The role may involve travel to various field locations within Gaza. Compensation and benefits will be commensurate with experience and in line with Mercy Corps' policies.
