Job Overview:
The DRM and Resilience Specialist is responsible for overseeing disaster risk management activities that enhance the capacities of local governance units (LGUs) to prepare for and mitigate risks associated with conflicts. This role requires a comprehensive understanding of local needs during crises, as well as the ability to collaborate with Emergency preparedness and response stakeholders to improve emergency plans. The Specialist will play a crucial role in strengthening local governance structures, advocating for community rights, and supporting resilience activities. The position involves regular field visits, assessments, and the development of tailored strategies to address gaps in organizational capacities. The Specialist will also coordinate with various teams to ensure that disaster risk management activities are cohesive and integrated with overall community development goals.
Duties and Responsibilities:
The Specialist will support the development of community development and resilience strategies, participate in the selection process of targeted LGUs, and assist in conducting assessments to identify organizational capacity gaps. Regular field visits will be conducted to monitor program implementation and progress. The Specialist will coordinate with Monitoring, Evaluation, and Learning (MEL) staff to ensure quality monitoring and evaluation systems for disaster risk management and resilience. Responsibilities also include updating municipal Emergency Preparedness and response plans, planning and coordinating capacity-building activities for emergency volunteers, and providing technical expertise to project and partner teams. The Specialist will collaborate with the Service Delivery and Municipal Operations Team Leader to ensure that disaster risk management activities are cohesive and integrated with ALG outcomes. Additionally, the Specialist will coordinate with the Grants/Subcontracts team to Design and deliver grants supporting DRM activities and attend meetings with relevant stakeholders to support DRM initiatives.
Required Qualifications:
Candidates must possess a Bachelor’s degree in international development, engineering, or a related field, with an advanced degree preferred. A minimum of 8 years of relevant working experience in Disaster Risk Reduction (DRR) or Disaster Risk Management (DRM) thematic areas on international donor-supported programs is required. Candidates should have strong training skills in needs assessment and experience in training design and delivery. A proven track record in implementing community engagement strategies that foster resilience and emergency preparedness is essential, along with experience in developing monitoring and evaluation systems for resilience and community development programs.
Educational Background:
The position requires a Bachelor’s degree in international development, engineering, or a related field. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in disaster risk management and community resilience.
Experience:
Candidates should have at least 8 years of relevant working experience in Disaster Risk Reduction (DRR) or Disaster Risk Management (DRM) thematic areas, particularly in programs supported by international donors. Experience in the West Bank and Gaza or the MENA region is highly desirable, as it demonstrates familiarity with the local context and challenges.
Languages:
Fluency in both English and Arabic is required for this position, as effective communication with local communities and stakeholders is crucial. Proficiency in additional languages may be considered an asset but is not mandatory.
