Job Overview:
The Director of Finance and Administration (DFA) will play a crucial role in the successful implementation of a potential 5-year supply chain system strengthening project in Uganda. Reporting directly to the Chief of Party, the DFA will provide high-level Financial Management and operational leadership, ensuring that all financial and operational functions align with the project's technical scope of work. The DFA will be responsible for overseeing contract and grant management, ensuring compliance with contractual requirements, applicable regulations, and MSH standards. This position requires close collaboration with the project leadership team, local partners, USAID, and MSH headquarters to ensure effective program implementation. The DFA will also be responsible for managing the contract budget, preparing financial reports for USAID, and implementing fraud mitigation practices to support the award's implementation.
Duties and Responsibilities:
The DFA will lead the program's annual budget development process, ensuring compliance with approved budgets and managing the annual work plan. Responsibilities include maintaining systems for budget monitoring, providing routine financial analyses, coordinating Contract Management activities, and ensuring timely submission of administrative and financial reports. The DFA will oversee procurement, grants, construction, logistics, accounting, and finance, ensuring that all expenditures comply with USG regulations. Additionally, the DFA will provide administrative supervision to project support staff, coordinate internal and external audits, and participate in project risk management activities. The role requires a commitment to maintaining high standards of personal and business conduct and fostering teamwork and productivity among staff.
Required Qualifications:
Candidates must possess a Master’s degree in business administration, finance, accounting, or a relevant discipline, or equivalent experience. A minimum of 8 years of experience in finance, procurement, contracts management, construction, or logistics for international development activities is required, with a preference for candidates with 10+ years of progressively responsible experience. Significant experience in financial and operational management of complex international Development Assistance programs is essential, particularly with USAID-funded projects. Candidates should demonstrate strong leadership, analytical, and organizational skills, as well as the ability to work independently and as part of a team. Excellent communication skills in English, both oral and written, are mandatory, along with proficiency in computer skills.
Educational Background:
The educational background required for this position includes a Master’s degree in business administration, finance, accounting, or a related field. Equivalent experience may also be considered, but a strong academic foundation in relevant disciplines is preferred to ensure the candidate possesses the necessary knowledge and skills for the role.
Experience:
The position requires a minimum of 8 years of experience in managing finance, procurement, contracts management, construction, and logistics for international development activities. Candidates with 10+ years of progressively responsible experience are preferred. Experience specifically with USAID-funded projects, particularly in Uganda, is highly desirable. The candidate should have a proven track record of managing complex international development assistance programs and demonstrating leadership in financial and operational management.
Languages:
Fluency in English is mandatory for this position, as excellent oral and written communication skills are essential for effective collaboration and reporting. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.
