The INFORM Severity Index (SI) is a critical tool used by ACAPS to monitor and analyze the severity of humanitarian crises globally, providing evidence-based insights that help decision-makers prioritize response efforts and allocate resources efficiently.

Job Overview:
The Data Content Reviewer will be responsible for ensuring the accuracy, clarity, and consistency of data collected for the INFORM Severity Index (SI). This role involves reviewing and editing justifications for data inclusion, verifying adherence to ACAPS’ justification templates, and performing fact-checks on sources to maintain data integrity. The Data Content Reviewer will ensure that all data meets both ACAPS' internal quality standards and the specific requirements set by donors, thereby supporting the reliability and credibility of the INFORM SI. As ACAPS continues to evolve its work around the INFORM Severity Index, the role will also adapt to meet the changing needs of the organization and the product, ensuring that the data remains relevant and useful for humanitarian decision-making.

Duties and Responsibilities:
  • Data review and justification: Cross-check that the data gathered for the INFORM Severity Index monthly and intermediate releases follows ACAPS' Severity Index Justification Templates and Data Collection Guidelines. Edit and refine justifications for data inclusion, ensuring clarity, coherence, high English language standards, and adherence to both internal ACAPS standards and donor expectations. Ensure consistency across justifications, making sure they clearly explain the relevance of the data and align with the broader INFORM SI framework.
  • Fact-checking and source validation: Conduct thorough fact-checks on all data gathered for the INFORM SI, verifying the credibility and reliability of the sources used. Suggest more recent or appropriate sources where necessary to ensure the data remains accurate and up-to-date. Validate that all data complies with ACAPS’ internal standards as well as donor quality requirements, ensuring it is consistent with humanitarian best practices.
  • Ensuring compliance with ACAPS and INFORM standards: Ensure compliance with specific standards for data reliability and clarity, particularly for the INFORM SI, maintaining transparency and accountability in all issues. Ensure that the INFORM Severity Index is maintained according to established standards and in line with existing methodologies and guidelines.
  • Collaboration with quality assurance functions: Work closely with ACAPS' quality assurance structure to maintain the highest standards of accuracy and clarity in data collection and presentation. Collaborate with Information Analysts, Data Collectors, and other relevant stakeholders to ensure alignment across all processes and data products related to the INFORM SI. Provide feedback to data collectors and analysts to continuously improve adherence to the justification templates and data collection guidance. Contribute to the improvement of ACAPS analysis methodologies and development of new guidance and quality benchmarks for the INFORM Severity Index. Participate in internal evaluation to improve the quality of analysis activity. Contribute to the joint reflexion of the team regarding the evolution of ACAPS analysis products linked to ACAPS data tools and INFORM Severity Index (product Design and development).
  • Perform other duties in the organization as appropriate, including but not limited to: Provide support to other analysts and ACAPS colleagues on monitoring and analysis products and tools. Participate in, support, or lead specific ad hoc projects, as requested. Contribute to help organize training for ACAPS and external staff on ACAPS and INFORM tools and related analysis. Participate in external presentations or meetings around the INFORM Severity Index, or other ACAPS products.

Required Qualifications:
  • Bachelor’s degree, or equivalent education, preferably in Humanitarian Action, social sciences, International Relations, international development or related field. A master’s degree is an asset.
  • At least 1 year experience of working on humanitarian analysis products and/or data collection.
  • 1 year experience working in the humanitarian sector.
  • Proven experience in collecting, reviewing or editing data and analytical content, with a focus on clarity, factual accuracy, and adherence to guidelines.
  • Proven experience in having worked on data sets or indexes before and knowledge of Data Analysis tools and methods.
  • Desired understanding of humanitarian datasets eco-system and humanitarian analysis framework.
  • Written clarity, ability to structure and prioritize written information in English.
  • Knowledge of quantitative and Qualitative Research and analysis methods (mixed and multi).
  • Ability and confidence to make judgment calls when interpreting ambiguous data. 1
  • High proficiency in English. Any other language is an asset, among Arabic, Spanish, French, and Portuguese.

Educational Background:
The position requires a Bachelor’s degree or equivalent education, preferably in fields related to humanitarian action, social sciences, international relations, or international development. A master’s degree in a relevant field is considered an asset, indicating a higher level of expertise and understanding of complex humanitarian issues.

Experience:
The ideal candidate should have at least 1 year of experience working on humanitarian analysis products and/or data collection, along with 1 year of experience in the humanitarian sector. This experience should include proven capabilities in collecting, reviewing, or editing data and analytical content, emphasizing clarity, factual accuracy, and adherence to established guidelines. Familiarity with data sets or indexes and knowledge of data analysis tools and methods are also essential.

Languages:
The mandatory language for this position is English, with a high proficiency required. Knowledge of additional languages such as Arabic, Spanish, French, or Portuguese is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and sources of information.

Additional Notes:
This position is offered under a national contract, with a starting date as soon as possible. The contract is fixed-term until September 30, 2025, with a possibility of extension. The role is full-time, and candidates must have the right to live and work in Ukraine. The position does not involve supervision of others or budget responsibility, and it is based in local offices where ACAPS operates, including Ukraine, the United Kingdom, Bangladesh, Colombia, and Jordan.
