Job Overview:
The Crisis and Risk Management in Education Expert position is designed to support the Ministry of Education (MoE) in Jordan as part of the UNESCO Jordan’s System Strengthening Partnership (SSP) program. The primary objective of this role is to assist in the operationalization of the Crisis and Risk Management strategy and its monitoring. The successful candidate will work closely with both UNESCO and the MoE, spending approximately 60% of their time at the Ministry and 40% at the UNESCO Jordan Office. This role is crucial in ensuring that the MoE can effectively manage crises and risks in the education sector, thereby contributing to the achievement of Sustainable Development Goal 4, which focuses on ensuring inclusive and equitable quality education for all. The expert will be responsible for providing high-quality Technical Support to MoE staff, facilitating the development of internal Communication Systems, and ensuring that the CRM strategy is effectively implemented across various levels of the education system.

Duties and Responsibilities:
The main duties and responsibilities of the Crisis and Risk Management in Education Expert include:
  • Building and maintaining effective working relationships with the Ministry of Education and its staff.
  • Providing high-quality technical support to MoE staff in the Department of Educational Planning and Research and the Crisis and Risk Management Unit.
  • Supporting the development of internal communication, Coordination, and feedback systems to implement the CRM Strategy.
  • Assisting the MoE with Data Collection, Analysis, and dissemination to prevent and mitigate risks.
  • Preparing communication materials that highlight MoE successes related to CRM.
  • Developing a capacity Mapping and capacity-building plan for MoE staff.
  • Supporting the preparation of CRM workshops, consultation sessions, and trainings.
  • Developing an operational risk register for the Ministry of Education.
  • Participating in SSP Steering Committee meetings and UNESCO Education team meetings to share updates on activities and progress. 1
  • Submitting monthly reports documenting the Capacity Development and technical support provided to the MoE, including achievements, challenges, and recommendations.

Required Qualifications:
The required qualifications for the position include:
  • An advanced university degree (Master's or equivalent) in a relevant field such as Education, International Development, or Social Studies.
  • A minimum of five years of previous work experience in crisis-sensitive planning and crisis and risk management, particularly in the education sector.
  • Excellent communication skills in both written and spoken English and Arabic.
  • Strong coordination, organization, and prioritization skills, with the ability to manage multiple competing tasks.
  • Proven ability to work effectively in multicultural environments and demonstrate adaptability and flexibility.
  • Experience working with national authorities or Ministry of Education staff, or within UN/INGO systems.
  • A strong commitment to improving education systems through knowledge transfer and collaboration.
  • Previous experience in operational risk management and results communication is considered a strong asset.

Educational Background:
Candidates must possess an advanced university degree (Master's or equivalent) in a relevant field of study. This could include disciplines such as Education, International Development, or Social Studies, which are essential for understanding the complexities of crisis and risk management in the education sector.

Experience:
The position requires a minimum of five years of relevant work experience. This experience should be in the field of crisis-sensitive planning and crisis and risk management, particularly with national institutions. Candidates should have a background in coordinating efforts within the education sector at both national and sub-national levels, including experience in international settings.

Languages:
Fluency in both English and Arabic is mandatory for this position. Excellent communication skills in both languages are required to effectively support the MoE and engage with various stakeholders. Knowledge of additional languages may be considered an asset but is not mandatory.
