Job Overview:
The Country Logistics Manager is a critical position within Mercy Corps, responsible for overseeing the logistical support necessary for the successful implementation of Country Programs. Reporting to the Operations Director, this role requires a strategic approach to logistics management, ensuring that all operations adhere to relevant regulations and best practices. The manager will be tasked with maintaining an overview of logistics needs across various programs and offices, developing efficient logistics systems, and providing support and Coordination to meet program objectives. The position also involves managing a team, fostering a culture of accountability and excellence, and ensuring the smooth introduction of operational systems across the organization.

Duties and Responsibilities:
  • Maintain an overview of logistics needs for country programs and develop logistics systems accordingly.
  • Identify and implement efficiencies in logistics systems and processes, considering the unique challenges of the country context.
  • Provide support, coordination, supervision, and monitoring to meet program objectives.
  • Ensure the quality and timely submission of logistics reports, including those related to warehouse, assets, and fleet management.
  • Assist in the recruitment and development of team members, fostering their understanding of roles and supporting Career Development.
  • Lead and orient team members, promoting accountability and providing constructive feedback through regular meetings.
  • Create a respectful work environment that encourages excellence among team members.
  • Collaborate with all Mercy Corps staff to ensure the effective implementation of operational systems.
  • Ensure compliance with Mercy Corps Management Systems and controls as outlined in field guidance manuals. 1
  • Work with finance compliance to mitigate risks related to fraud, conflicts of interest, and legal issues.

Required Qualifications:
  • Proven experience in logistics management, preferably in a humanitarian or development context.
  • Strong leadership skills with the ability to manage and develop a diverse team.
  • Excellent organizational and problem-solving skills, with a focus on efficiency and effectiveness.
  • Strong communication skills, both written and verbal, with the ability to convey complex information clearly.
  • Familiarity with logistics software and tools, as well as standard operating procedures in logistics management.
  • Ability to work under pressure and adapt to changing circumstances.

Educational Background:
A bachelor's degree in logistics, supply chain management, business Administration, or a related field is required. A master's degree or additional certifications in logistics or supply chain management is preferred.

Experience:
A minimum of 5 years of experience in logistics management, with at least 2 years in a leadership role. Experience in a humanitarian or development organization is highly desirable, as is familiarity with the specific challenges of operating in conflict-affected areas.

Languages:
Fluency in English is mandatory. Proficiency in French is highly desirable, given the operational context in the Democratic Republic of Congo. Knowledge of local languages is a plus.

Additional Notes:
This position is full-time and based in Goma, Democratic Republic of Congo. The role may require occasional travel to sub-field offices.
