Job Overview:
The Compensation and Organizational Design Officer will play a crucial role in conducting research and analyzing data related to salaries, allowances, and benefits for the Area staff category in accordance with UNRWA's Pay Policy and Salary Survey Methodology. The incumbent will prepare both quantitative and qualitative analyses, identify discrepancies, and draft reports and recommendations to ensure data accuracy. This position involves conducting market research and salary surveys, preparing cost projections for pay changes, and analyzing socio-economic data to inform compensation strategies. The officer will also monitor the implementation of salary scales and allowances, participate in management review processes, and maintain relevant files for easy access. The role requires a proactive approach to ensure compliance with regulatory frameworks and effective communication with relevant parties regarding changes and decisions.

Duties and Responsibilities:
  • Conduct research and review data related to salaries, allowances, and benefits for Area staff, ensuring compliance with the Agency's Pay Policy and related directives.
  • Prepare quantitative and qualitative analyses, identify discrepancies, and draft reports and recommendations.
  • Conduct market research and salary surveys, collecting information from local market comparators across all Fields.
  • Analyze compensation data, document calculation criteria, and draft related reports.
  • Prepare cost projections for pay changes and various scenarios.
  • Collect and analyze information on cost-of-living and labor market statistics, making recommendations based on findings.
  • Monitor the implementation of salary scales and allowances to ensure alignment with regulations.
  • Participate in management reviews and organizational design projects, establishing standard operating procedures and guidelines.
  • Maintain relevant files and folders for easy access and communicate with relevant parties regarding implementation of changes. 1
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in public or business Administration, economics, finance, human resources management, industrial engineering with a major in management, or a related discipline. Additionally, candidates should have a good knowledge of Microsoft Office applications, particularly MS Excel, and possess excellent drafting skills. Understanding of UN regulations and rules is desirable, as well as a learning and growth attitude and thorough IT skills. Experience in job descriptions, job Analysis, job evaluation, and classification is also considered a plus.

Educational Background:
A university degree from an accredited educational institution in public or business administration, economics, finance, human resources management, industrial engineering with a major in management, or a related discipline is required for this position.

Experience:
Candidates must have at least six years of progressively responsible experience at the senior professional level in compensation and benefits, job evaluation, classification, or staffing-related Financial Analysis. This experience should include a minimum of two years in a large international, governmental, or commercial organization.

Languages:
An excellent command of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The position is a Fixed Term Appointment for three years, including a one-year probation period, with the possibility of extension based on performance and funding availability. The monthly basic salary is JD 1098.90, with a special occupational allowance (SPOA) of 15% of the basic salary. Other benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. The incumbent may be required to travel within the Agency's area of operations. Additional benefits include sick leave, maternity leave, and paternity leave.
