Job Overview:
The Chief of Party position is a full-time role that requires providing overall strategic vision, technical leadership, and management for the USAID YCLE Follow On contract. This position is crucial for ensuring the effective implementation of the project, which aims to enhance the monitoring, evaluation, and learning (MEL) systems at USAID/Yemen. The Chief of Party will be responsible for overseeing the contract's work plans, budgets, and reports, ensuring that all deliverables meet the expected quality and timeliness. The role also involves managing resources in accordance with the contract budget and USAID policies, identifying and mitigating contractual risks, and serving as the main point of contact with USAID Yemen and other stakeholders. The position is based in Amman, Jordan, and is contingent upon the contract award, which is anticipated in Spring 2025.
Duties and Responsibilities:
- Provide overall leadership and management of the YCLE contract, supervising both locally and internationally based staff and consultants.
- Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
- Manage the activity’s resources in accordance with the contract budget as well as USAID policies and regulations.
- Ensure quality, responsiveness, and timeliness of all deliverables through YCLE across all technical components.
- Identify contractual risks in a timely manner and collaborate with the YCLE team to prevent or mitigate issues.
- Serve as the main point of contact and representative of YCLE with USAID Yemen, Social Impact, and other stakeholders.
- Support the YCLE team in adapting activities and operations to the Yemen context.
Required Qualifications:
- Master’s degree in international development, business Administration, public administration, social sciences, or a related field.
- Minimum of 10 years of relevant experience in international development, with a preference for experience as Chief of Party or in the MENA region.
- Experience in designing, conducting, and/or overseeing monitoring, evaluation, CLA, and capacity strengthening tasks for international Development Projects, preferably funded by USAID.
- Experience managing MEL activities in non-permissive environments and conflict zones, ideally in Yemen or the MENA region.
- Demonstrated understanding of USAID initiatives, policies, and priorities, including USAID’s CLA practice and Localization Initiative.
- Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants).
- Demonstrated ability to effectively interact and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
- Excellent oral and written English; proficiency in Standard Arabic is a plus.
Educational Background:
A Master’s degree is required in a relevant field such as international development, business administration, public administration, social sciences, or a related discipline. This educational background is essential for understanding the complexities of international development and the specific challenges faced in the MENA region.
Experience:
The position requires a minimum of 10 years of relevant experience in international development. Candidates should have experience in overseeing development or humanitarian programs, particularly in the role of Chief of Party. Experience in the MENA region is preferred, as well as a background in managing MEL activities in challenging environments, such as conflict zones.
Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in Standard Arabic is considered a plus, as it would facilitate communication and collaboration with local stakeholders and partners.
