Job Overview:
The CCCM Programme Development Manager (PDM) position is crucial for the planning and implementation of NRC's Camp Management portfolio in the North and South Kivu regions of the Democratic Republic of Congo. The role encompasses the reinforcement of Camp Coordination and Camp Management (CCCM) standards, as well as financial and administrative management. The PDM will be responsible for developing new camp management proposals, ensuring quality control and site monitoring, and integrating the camp management response into NRC's long-term strategies. The position requires collaboration with various stakeholders, including local authorities and NGOs, to ensure effective implementation of CCCM activities. The PDM will also oversee project Data Collection and management, design technical implementation documents, and develop Community Engagement strategies in line with global standards. This role demands a proactive approach to identifying solutions to implementation challenges and providing Technical Support to other NRC project managers.
Duties and Responsibilities:
The duties and responsibilities of the CCCM Programme Development Manager include:
- Planning and implementing all aspects of the NRC Camp Management portfolio in North and South Kivu.
- Developing new camp management proposals and ensuring quality control and monitoring of camp management services.
- Integrating camp management responses into NRC's long-term strategies.
- Collecting and managing project data, working closely with Monitoring and Evaluation (M&E) teams to maintain relevant NRC tools.
- Designing technical implementation documents, including proposals, logframes, and budgets for CCCM projects.
- Developing a community engagement strategy in accordance with CCCM global standards.
- Building the capacity of project staff, national authorities, and relevant bodies in site management and coordination.
- Preparing internal and external reports for donors regarding CCCM activities.
- Participating in rapid assessments in new intervention areas. 1

- Providing technical support to other NRC project managers and coordinators across various sectors. 1
- Documenting good practices and lessons learned to enhance program performance. 1
- Representing NRC in coordination meetings with local authorities and NGOs as required. 1
- Managing CM project staff, including performance management, recruitment, and staff development.
Required Qualifications:
The required qualifications for the CCCM Programme Development Manager position include:
- A minimum of 5 years of experience in senior-level project implementation within humanitarian or recovery contexts.
- Previous technical experience in Camp Management, Mobile Site Management, or similar roles.
- Experience working in complex and volatile environments.
- Documented results related to the responsibilities of the position.
- Strong personal organizational skills, including team management and the ability to meet deadlines under pressure.
- Willingness to travel to area offices and work in challenging environments.
- Excellent written and oral communication skills in both English and French.
Educational Background:
Candidates should possess a Bachelor’s degree in development or a related discipline, with a Master’s degree preferred. Knowledge of the humanitarian context in the Democratic Republic of Congo is considered an asset. Experience with Community Mobilization and engagement, as well as starting up community-based centers or outreach teams, is also beneficial.
Experience:
Candidates should have a minimum of 5 years of experience at a senior level in project implementation within humanitarian or recovery contexts. This experience should include technical Camp Management and Mobile Site Management, as well as familiarity with community-based development Grants Management and financial, asset, and human resources management.
Languages:
The mandatory languages for this position are English and French, with excellent written and oral communication skills required in both languages. Knowledge of local languages is considered an advantage.

The position offers a 12-month contract at Grade 9 in the NRC scale. The location for this role is Goma, Democratic Republic of Congo.
