Job Overview:
The Area Programme Manager (APM) is responsible for overseeing a significant portion of NRC’s Area Office program in Borno State, Nigeria. This role involves ensuring strategic direction, quality assurance, and monitoring of NRC's programs, as well as mentoring and developing the capacity of relevant staff. The APM is tasked with ensuring that all projects meet compliance standards and providing high-quality support to Project Managers. Additionally, the APM will contribute to new program development and ensure that the Area Office meets its spending and implementation targets. The APM will also represent NRC at Coordination forums and be a key member of the Area Management Team, playing a vital role in the holistic, needs-based, integrated area-based program implementation.

Duties and Responsibilities:
The APM will be responsible for several key areas including:
  • Programme Development: Ensuring up-to-date needs assessments inform Design" id="link" class="link">Program Design, developing a comprehensive Area Office plan, and coordinating with Project Managers to maximize integrated programming.
  • Programme Management: Overseeing effective management of programming across Borno State, ensuring budget oversight, providing implementation support, and maintaining communication with the Area Manager and Country Office.
  • Logistics, Finance, and Human Resource Management: Ensuring adherence to NRC systems and procedures, supporting timely development of procurement and recruitment plans, and managing performance of direct reports.
  • Coordination and Representation: Attending cluster meetings, representing NRC, and promoting strong relationships with government counterparts and stakeholders.

Required Qualifications:
Candidates must possess a postgraduate qualification in a humanitarian-relevant discipline, with at least four years of management experience in a humanitarian or recovery context. Previous experience in complex and volatile environments is essential, along with documented results related to the position's responsibilities. Candidates should demonstrate experience in Project Cycle Management and possess strong team leadership skills. Fluency in English, both written and verbal, is mandatory, and proficiency in Microsoft Office is required.

Educational Background:
The position requires a postgraduate qualification in a field relevant to humanitarian work, which may include areas such as International Relations, development studies, or social sciences. This educational background is crucial for understanding the complexities of humanitarian programming and the challenges faced by displaced populations.

Experience:
The APM role requires a minimum of four years of experience in a management position within a humanitarian or recovery context. Candidates should have a proven track record of working in complex and volatile environments, demonstrating their ability to navigate challenges and deliver results effectively. Experience in project monitoring, evaluation, and community-based program design is highly valued.

Languages:
Fluency in English is essential for this position, as it involves extensive communication with various stakeholders and reporting. While English is the mandatory language, knowledge of local languages spoken in Nigeria may be considered an advantage, enhancing communication with affected communities and local partners.

Additional Notes:
The position is based in Maiduguri, Nigeria, and is offered on a 12-month contract. The salary is graded at level 9 on NRC’s scale.
