Job Overview:
The Area Manager for Southern Ukraine will play a crucial role in overseeing the implementation of JERU's programs and projects in the southern regions of Ukraine, including Mykolaiv, Kherson, and Zaporhzhzia. This position requires a proactive approach to managing project timelines, budgets, and compliance with JERU's strategic objectives and donor regulations. The Area Manager will be responsible for establishing and maintaining relationships with local authorities and other humanitarian actors, ensuring that all interventions are well-coordinated and aligned with the needs of the affected populations. The role also involves leading a team of project managers, providing support and guidance to ensure successful program delivery, and actively participating in the Design of new proposals and strategies for the region. The Area Manager will be expected to engage in high-level representation at meetings and forums, ensuring that the organization's work is effectively communicated to stakeholders.

Duties and Responsibilities:
  • Ensure overall implementation of programs in southern regions with direct oversight of all project managers.
  • Support project managers in program implementation and troubleshoot issues as they arise.
  • Lead the identification of needs and facilitate responses or suggest new intervention options.
  • Actively participate in designing proposals and strategies for the southern regions, ensuring stakeholder participation.
  • Ensure project alignment with country strategy and MEAL standards.
  • Establish relationships with local authorities and ensure Coordination of interventions.
  • Represent JERU at OCHA, NGO, and oblast-level meetings, providing reports to the Director" id="link" class="link">Country Director.
  • Engage in regional forums and ensure high-quality reporting to clusters and donors.
  • Manage day-to-day operations of area office staff, including finance, MEAL, and logistics. 1
  • Participate in recruitment and Capacity Building of area office staff. 1
  • Ensure a safe working environment and address staff needs. 1
  • Act as the principal security focal point in the southern region and develop security plans. 1
  • Ensure compliance with finance and logistics procedures and support staff as needed. 1
  • Provide oversight to the west area office and conduct visits to Khmelnytsky.

Required Qualifications:
  • A university or college degree in political sciences, public Administration, conflict studies, Humanitarian Action, or related disciplines with specific experience in integrated project management.
  • At least 1 year of experience in field/area office management or a minimum of 3 years in managing humanitarian projects.
  • Proven experience in partnership with Civil Society Organizations and stakeholder management.
  • Experience with German donors is an asset.
  • Experience working in IDP contexts is a plus.
  • Knowledge of the Ukraine context, particularly Southern Ukraine, is desired.
  • Ability to lead teams in challenging security environments.
  • Strong coordination and organizational skills, even under high workloads.
  • Readiness to receive necessary vaccinations for working in program countries. 1
  • Excellent spoken and written English; Ukrainian and/or Russian language skills are advantageous.

Educational Background:
Candidates must possess a university or college degree in relevant fields such as political sciences, public administration, conflict studies, humanitarian action, or other related disciplines. This educational background should be complemented by specific experience in integrated project management, which is crucial for the effective execution of the role's responsibilities.

Experience:
The position requires at least 1 year of experience in field or area office management, or a minimum of 3 years of experience in managing humanitarian projects. This experience should include proven capabilities in working with civil society organizations and managing stakeholder relationships. Familiarity with the context of internally displaced persons (IDPs) and previous experience with German donors would be beneficial.

Languages:
Fluency in spoken and written English is mandatory for this position. Proficiency in Ukrainian and/or Russian is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of program implementation.

Additional Notes:
The position is to be filled as soon as possible, with an initial contract duration of one year and good prospects for extension. The employment location will be in Poltava, Ukraine, with frequent travel to project locations within the country.
