Job Overview:
The position of Financial and Analyst" id="link" class="link">Administrative Analyst is crucial for the UNDP's operations in the Central African Republic, particularly in the context of the country's reconstruction efforts following decades of conflict. The analyst will be responsible for overseeing financial and administrative operations within the Governance and Rule of Law unit. This role involves close collaboration with operational teams, program and project teams, and interaction with headquarters staff and government representatives. The analyst will ensure the efficiency and performance of the unit in financial and administrative matters, contributing to the overall mission of promoting peace, justice, and resilience in the Central African Republic.
Duties and Responsibilities:
- Supervise accounting management, budget control, and adherence to UNDP's administrative and financial procedures, focusing on achieving the following results: - Organize and systematically track the budget, providing progress reports and substantial information through a project delivery tracking table. - Develop budgets for various project activities and ensure timely payment to suppliers. - Propose and create planning and monitoring tools for the program, including financial management and contract management. - Prepare all budget revisions and ensure transactions are accurately recorded in the QUANTUM system.
- Conduct financial analyses of the project budget to ensure proper account allocation and compliance with the program's work plan: - Participate in the development of annual and quarterly work plans. - Ensure that accounting documents are verified and complete. - Timely correct unvalidated transactions, including budget verification errors and unapproved accounting documents.
- Participate in the preparation of various mandatory reports for donors and the office: - Develop financial reports on activities and expenditures, ensuring quality and timely submission.
- Ensure transparency and justification of expenditures in accordance with expected results outlined in the project document: - Establish an internal control system for project expenditures. - Conduct periodic checks on physical inventories of consumables and fixed assets. - Monitor the physical execution of project activities and Budget Execution rates. - Oversee the planning and organization of audits according to UNDP rules and procedures and ensure implementation of recommendations. - Analyze deficiencies and propose corrective actions.
- Facilitate knowledge sharing and Capacity Building by focusing on the following results: - Identify and synthesize best practices and lessons learned related to operational management. - Actively contribute to sharing networks and Communities of Practice. - Organize training and capacity-building sessions for UNDP staff and partners on operational management rules and procedures.
- Execute any other tasks related to financial management as per priorities, in accordance with competencies. The key results have a significant impact on the overall economy, efficiency, and effectiveness of the office, particularly in relation to the use of resources in financial services, procurement, logistics, and common services, thereby supporting the UN agenda on common services and bulk purchasing.
Required Qualifications:
The position requires a strong understanding of financial management principles and practices, including budgeting, accounting, and financial reporting. The candidate should possess excellent analytical skills and the ability to interpret financial data effectively. Strong organizational skills and attention to detail are essential, along with the ability to work collaboratively in a team environment. Proficiency in financial software and tools, particularly UNDP's QUANTUM system, is highly desirable. Knowledge of procurement processes and regulations is also beneficial.
Educational Background:
A bachelor's degree in finance, accounting, business Administration, or a related field is required. A master's degree or professional certification in finance or accounting (such as CPA or ACCA) is preferred and may enhance the candidate's qualifications for the role.
Experience:
Candidates should have a minimum of 3-5 years of relevant experience in financial management, accounting, or administrative roles, preferably within an international organization or development context. Experience in budgeting, financial reporting, and compliance with donor regulations is essential. Familiarity with UNDP's operational procedures and financial Management Systems will be an advantage.
Languages:
Fluency in French is mandatory, given the local context of the Central African Republic. Proficiency in English is desirable and would be considered an asset, as it facilitates communication with international partners and stakeholders.
Additional Notes:
This position is a full-time role based in Bangui, Central African Republic. The contract duration is typically for a fixed term, subject to renewal based on performance and funding availability.
