Job Overview:
The National Project Officer - Shelter will play a crucial role in supporting the implementation of activities related to Shelter and Settlements, particularly in response to the recent devastating flood and debris flow that affected communities in central Nepal. The successful candidate will provide overall technical leadership and oversight for emergency shelter, transitional shelter, and self-recovery interventions. This position requires a strong understanding of technical standards, shelter designs, and implementation approaches that align with government requirements and humanitarian standards. The officer will guide field teams on multi-hazard risk-informed site selection and settlement planning, ensuring that community priorities and local recovery plans are integrated into the recovery process. The role also involves coordinating with relevant government authorities and stakeholders to ensure technical quality and adherence to agreed standards, as well as supporting technical reporting, assessments, project planning, and resource mobilization as needed.

Duties and Responsibilities:
The duties and responsibilities of the National Project Officer - Shelter include:
  • Providing overall technical leadership and oversight for the project's emergency shelter, transitional shelter, and self-recovery interventions.
  • Overseeing technical standards, shelter designs, specifications, and implementation approaches in line with government requirements and humanitarian standards.
  • Guiding field teams on multi-hazard risk-informed site selection, settlement planning, hazard-resistant shelter solutions, repair assistance, transitional shelter, and household-level technical assistance.
  • Coordinating with relevant government authorities, Shelter and CCCM Cluster partners, and other stakeholders to ensure technical quality, complementarity, and adherence to agreed standards.
  • Supporting technical reporting, assessments, project planning, and resource mobilization as required.
  • Providing shelter/settlement-related training/orientation to all relevant parties, including field engineers, masons, and contractors.
  • Engaging with donors and facilitating joint monitoring with government and donors.
  • Liaising with IOM regional and headquarters as needed.
  • Performing other duties as assigned by the Supervisor.

Required Qualifications:
The required qualifications for the National Project Officer - Shelter position include:
  • A Bachelor's degree in development studies, statistics, social sciences, disaster management, or a related field from an accredited institution.
  • A minimum of 2 years of professional experience in a relevant field.
  • Experience working in humanitarian settings and providing administrative and operational support, preferably in humanitarian or development programs.
  • Strong organizational and document management skills.
  • Familiarity with procurement and financial procedures is desirable.
  • Strong knowledge of emergency and transitional shelter, self-recovery, and hazard-resistant construction.
  • Strong skills in data quality assurance, reporting, and results-based management.
  • Excellent communication skills, both oral and written, to produce reports.
  • Proficiency in Microsoft Office tools such as Word, Excel, PowerPoint, and project management tools is a must. 1
  • Proficiency in AutoCAD, 3D Sketch, and GIS is desirable.

Educational Background:
Candidates must possess a Bachelor's degree in development studies, statistics, social sciences, disaster management, or a related field from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational background aligns with the requirements of the position.

Experience:
The position requires a minimum of 2 years of professional experience, particularly in humanitarian settings. Candidates should have experience in providing administrative and operational support, preferably in humanitarian or development programs. Strong organizational skills and familiarity with procurement and financial procedures are also desirable, indicating a need for a well-rounded background in project management and operational support.

Languages:
Fluency in English and Nepali, both oral and written, is mandatory for this position. All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and any offer made to the candidate is contingent upon this. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
