The UN Development Operations Coordination Office (DCO) was transformed into a stand-alone office responsible for overseeing the Resident Coordinator System. The DCO's functions include managerial oversight and ensuring that the UN system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and strategic foresight. The organization aims to support countries in achieving their development priorities and the SDGs through effective collaboration and evidence-based decision-making.

Job Overview:
The UN Associate Data Specialist will play a crucial role in supporting the Resident Coordinator and the UN Country Team in Indonesia. The position focuses on advancing evidence-based decision-making for the implementation of the UN Sustainable Development Cooperation Framework. The incumbent will engage in various functions, including data management and analytics, strategic partnerships for data and research, monitoring and reporting, and knowledge management. The role requires collaboration with government counterparts and other stakeholders to optimize statistical efficiency and quality. The Associate Data Specialist will also contribute to the development of monitoring, evaluation, and learning (MEL) products, ensuring that data-driven analysis supports the achievement of the SDGs in Indonesia. This position is vital for enhancing the UN's capacity to utilize data effectively in its operations and decision-making processes.

Duties and Responsibilities:
The incumbent will be responsible for implementing databases, data collection systems, and data analytics strategies to optimize statistical efficiency and quality. Key responsibilities include identifying and analyzing trends using statistical methods, improving processes for data analytics tasks, and maintaining databases. The Associate Data Specialist will contribute to the development of MEL products, track progress on data initiatives, and create data visualization outputs to aid decision-making. Additional duties involve compiling data insights, supporting capacity-building activities, and assisting in monitoring and evaluation cycles. The role requires collaboration with various stakeholders, including government partners and UN agencies, to ensure effective data management and reporting.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences. A first-level university degree (Bachelor's degree) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a strong understanding of data manipulation and analysis concepts, including data structures and statistical methods. Knowledge of database management and data life cycle processes is also essential. Candidates should demonstrate skills in relational databases (SQL) and programming languages such as Python or R.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields is required for this position. Alternatively, a first-level university degree (Bachelor's degree) combined with two additional years of qualifying experience may be accepted. The educational background should be in areas related to data science, analytics, statistics, or social sciences, ensuring that candidates have a solid foundation in data management and analysis.

Experience:
A minimum of two years of progressively responsible experience in data manipulation and analysis is required. Candidates should demonstrate knowledge of foundational concepts in data analysis, including data collection, wrangling, visualization, and reporting. Experience in database management and quality assurance of data analysis outputs is desirable. Familiarity with data life cycle processes and the ability to perform statistical analysis using various tools and methods are also important for this role.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. Proficiency in Bahasa is desirable but not mandatory. Candidates should be able to communicate effectively in English, as it is the primary language used within the UN Secretariat.

This is a fixed-term position with an initial appointment period of one year, subject to the availability of funds and budgetary approval.
