Job Overview:
The position of National Consultant is integral to the project titled 'Regular Pathways for Employment,' which aims to enhance regular labor migration pathways between Kenya, Ethiopia, and Gulf Cooperation Council (GCC) countries. The consultant will conduct a comprehensive labor market assessment to identify and analyze labor market dynamics, trends, and constraints in key economic sectors with high employment potential in Ethiopia. This role involves generating evidence on existing and future labor demand and supply dynamics along the Ethiopia-Kenya corridor, which is crucial for informing policy dialogue and supporting the development of a Memorandum of Understanding (MoU) between the two countries. The consultant will work closely with the Ministry of Labour and Skills (MoLS) of the Government of Ethiopia and the Labour Mobility and Social Inclusion team at IOM Ethiopia, ensuring that the findings contribute to the establishment of governance frameworks for safe and fair migration.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables throughout the consultancy period. These include:

• Developing an Inception Report that outlines the methodology, work plan, timelines, and data collection tools, which is due two weeks after the contract starts.
• Submitting a Draft Labour Market Assessment Report that presents findings, analysis, and preliminary recommendations, which is due four weeks after the contract starts.
• Conducting a Validation Workshop to present key findings to stakeholders, with a deliverable due one week following the workshop.
• Finalizing the Labour Market Assessment Report by incorporating feedback from stakeholders and providing a roadmap that identifies priority sectors, occupations, implementation mechanisms, and timelines for advancing the MoU, which is due one week before the contract ends. The consultant will also be expected to ensure that all deliverables meet the performance indicators set by IOM, including the submission of credible evidence-based reports and effective communication of findings.

Required Qualifications:
Candidates must hold a master's degree in economics, labor studies, development studies, or a related field. They should possess proven qualitative and quantitative research skills, with at least 10 years of demonstrated experience in conducting labor market assessments or employment-related assessments at the national level. Experience in supporting the development, negotiation, implementation, or review of Bilateral Labour Agreements (BLAs), MoUs, or labor market policies is essential. A strong understanding of East African labor markets, particularly in Ethiopia and Kenya, is required, along with experience in private sector, value chain, or skills development analysis. Excellent analytical and report-writing skills in English are mandatory.

Educational Background:
The educational background required for this position includes a master's degree in a relevant field such as economics, labor studies, or development studies. This advanced degree is crucial for understanding the complexities of labor markets and the socio-economic factors influencing migration and employment opportunities in the region.

Experience:
The position requires a minimum of 10 years of relevant experience, specifically in conducting labor market assessments or employment-related assessments at the national level. Candidates should have a proven track record in supporting the development, negotiation, implementation, or review of BLAs, MoUs, or labor market policies. Experience in cross-border or fragile contexts is considered an asset, as is familiarity with the labor markets in East Africa, particularly Ethiopia and Kenya.

Languages:
Proficiency in both Amharic and English is mandatory for this consultancy. The selection process will specifically evaluate candidates' language skills, which may include written and/or oral assessments to ensure effective communication and reporting.

Additional Notes:
The consultancy will be conducted under a Category B Consultant contract, with payments made in three installments based on the completion of deliverables. The total estimated disbursement for the consultancy is between ETB 1,590,000.00 and ETB 1,600,000.0

• IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Candidates must provide proof of their own medical insurance before commencing work.
