Job Overview: The Senior ProgrammeManagement Officer will be responsible for providing strategic and operational advice to the Principal Programme Management Officer regarding all aspects of programme and project design and implementation within the Mission Support and Planning Section. This role involves leading the development, implementation, and evaluation of assigned programmes and projects, directing subordinates in planning and monitoring activities, and ensuring that gender mainstreaming guidelines are integrated into all actions. The officer will oversee research and programme evaluations, coordinate policy development, and manage outreach activities, including training workshops and seminars. Additionally, the officer will be responsible for budget and funding coordination, ensuring effective utilization and development of staff, and leading efforts to collect and analyze data for informed decision-making. The position requires a proactive approach to problem-solving and the ability to manage diverse teams effectively.
Duties and Responsibilities: The Senior Programme Management Officer will undertake a variety of responsibilities, including:
Providing strategic and operational advice on programme/project design and implementation.
Leading the development, implementation, and evaluation of assigned programmes/projects.
Directing subordinates in programme/project planning, implementation, monitoring, and assessment.
Ensuring compliance with gender mainstreaming guidelines in all planned actions.
Overseeing research and programme evaluations, presenting information from diverse sources.
Coordinating policy development and implementation, including reviewing assessments and preparing evaluations.
Supervising the preparation of written outputs such as reports, background papers, and briefing notes.
Directing substantive support for consultative meetings, including agenda preparation and participant identification.
Managing outreach activities and conducting training workshops. 1

Coordinating budget and funding activities, ensuring preparation of related documents. 1

Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in business administration, management, public administration, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of project management principles and practices, as well as the ability to analyze and interpret data effectively.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as business administration, management, or public administration. A first-level university degree may be accepted if accompanied by qualifying experience. Additionally, completion of programs in data analytics or related fields is considered advantageous.
Experience: A minimum of ten (10) years of progressively responsible experience in project or programme management, administration, or a related field is required. Candidates must have at least five (5) years of experience in a United Nations peacekeeping mission or a comparable international organization, as well as five (5) years of experience in managing logistical, financial, and human resources within the UN system or a similar organization. Experience in managing diverse teams and demonstrated expertise in data analytics or business intelligence is also required.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is mandatory, while knowledge of French is desirable. Candidates must meet the minimum required level for reading, writing, listening, and speaking in these languages according to the UN Language Framework.
Additional Notes: This position is temporarily available through January 2027, with the possibility of extension subject to funding availability. The selection process may be limited to internal candidates or those based at the duty station.
