Job Overview:
The Senior Project Associate will work under the overall supervision of the Chief of Mission in Angola and the direct supervision of the Head of Programs. The successful candidate will be responsible for supporting the implementation of IOM activities in Angola. This includes assisting in the planning, coordination, implementation, and monitoring of project activities. The role involves compiling, summarizing, analyzing, and presenting information and data on specific project topics, highlighting noteworthy issues for consideration by appropriate parties. The Senior Project Associate will monitor budget implementation and propose necessary adjustments, act as the focal point for administrative coordination of project implementation, and liaise extensively with diverse organizational units and external parties. The position also requires drafting status reports, identifying shortfalls, escalating issues to the supervisor, and suggesting corrective measures to address delivery gaps. The candidate will organize meetings, workshops, and training sessions, prepare training materials, and participate in delivering capacity-building workshops. Additionally, the role involves responding to complex information requests and inquiries, maintaining effective liaison and coordination with local authorities, partners, UN agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.

Duties and Responsibilities:
The duties and responsibilities of the Senior Project Associate include:
  • Supporting the planning, coordination, implementation, and monitoring of project activities.
  • Compiling, summarizing, analyzing, and presenting information/data on specific project topics.
  • Monitoring budget implementation and proposing adjustments as necessary.
  • Acting as the focal point for administrative coordination of project implementation.
  • Drafting status reports and identifying shortfalls.
  • Escalating issues to the supervisor and suggesting corrective measures.
  • Drafting correspondence on project issues and preparing various forms of documentation.
  • Organizing meetings, workshops, and training sessions.
  • Responding to complex information requests and inquiries. 1
  • Maintaining effective liaison and coordination with local authorities and stakeholders. 1
  • Monitoring the work of implementing partners and reporting non-compliance. 1
  • Providing inputs for the development of Standard Operations Procedures (SOP) and concept papers. 1
  • Guiding and training other staff in the unit and potentially supervising them. 1
  • Performing other relevant duties as assigned.

Required Qualifications:
The required qualifications for the Senior Project Associate position include:
  • A Bachelor’s degree in political science, social science, international relations, development studies, migration studies, human rights, law, or a related field from an accredited academic institution with four years of relevant professional experience; or a high school diploma with six years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations or in a multi-cultural setting is an advantage.
  • Excellent communication skills and the ability to establish and maintain effective relationships with stakeholders at different levels.
  • Knowledge of project support processes and experience in the migration context in Angola.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as political science, social science, international relations, development studies, migration studies, human rights, law, or a related area from an accredited institution. Alternatively, a high school diploma is acceptable if accompanied by six years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a high school diploma. Experience should include liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Candidates should also have experience working with migrants, refugees, and other vulnerable groups, as well as prior work experience with international humanitarian organizations in a multi-cultural setting, which is considered an advantage.

Languages:
Fluency in English and Portuguese is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages (English, French, Spanish). Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
