Job Overview:
The WASH Specialist position at UNICEF Angola involves providing strategic leadership and technical oversight for the WASH portfolio. The role requires the individual to lead a dynamic team and guide the development, implementation, monitoring, advocacy, partnerships, and humanitarian response efforts related to WASH services. • The WASH Specialist will work closely with government counterparts, development partners, and sector coordination mechanisms to support sustainable solutions that enhance child well-being and resilience across the nation. The responsibilities include managerial leadership, program development, planning, fundraising, resource mobilization, and overseeing the implementation and evaluation of WASH program results. The role also emphasizes the importance of innovation, knowledge management, and capacity-building initiatives within the sector.

Duties and Responsibilities:

• Provide managerial leadership and strategic direction for the WASH team.
• Lead program development, planning, fundraising, and resource mobilization efforts.
• Oversee the implementation, monitoring, evaluation, and delivery of WASH program results.
• Provide high-level technical and operational support on climate-resilient and risk-informed WASH programming.
• Lead UNICEF's WASH preparedness, anticipatory action, emergency response, and humanitarian-development nexus efforts.
• Strengthen partnerships with government, donors, civil society, and development partners.
• Drive innovation, knowledge management, research, and capacity-building initiatives across the sector.
• Engage in advocacy, networking, and partnership building to enhance the effectiveness of WASH initiatives.

Required Qualifications:
The position requires a Master or equivalent (Advanced University Degree) in fields such as Public Health, Social Science, Behavioural Science, Engineering, Climate Change, Environmental Applied Engineering, or related areas. Candidates must have at least 5 years of relevant professional work experience in WASH-related programs for developing countries, with demonstrated experience in supervising people. A minimum of one year of deployment in a developing country and at least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is also required. Skills in writing proposals, drafting reports, program planning, delivering results, monitoring and evaluation, and partnership building are essential.

Educational Background:
Candidates must possess a Master or equivalent (Advanced University Degree) in relevant fields such as Public Health, Social Science, Behavioural Science, Engineering, Climate Change, Environmental Applied Engineering, or other related disciplines. Additional relevant post-graduate courses that complement or supplement the main degree are considered a strong asset.

Experience:
The position requires at least 5 years of relevant professional work experience in WASH-related programs, particularly in developing countries. Candidates should have experience in supervising teams and must have completed a minimum of one year of deployment in a developing country. Furthermore, candidates should have at least one three-month deployment mission in a humanitarian context, demonstrating their ability to operate effectively in challenging environments.

Languages:
Fluency in both English and Portuguese is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered desirable and can enhance a candidate's profile.
