Job Overview:
The General Services Officer (P2) plays a crucial role in supporting the management and oversight of procurement, asset management, facilities management, and transportation functions within the OSCE Programme Office in Bishkek. This position is integral to ensuring compliance with OSCE regulations and administrative instructions while facilitating the effective implementation of the Unified Budget (UB) and Extra-Budgetary (ExB) activities. The incumbent will coordinate procurement activities, oversee contract administration, and monitor the utilization of office assets and resources. The role requires a proactive approach to operational planning and resource management, ensuring that the office operates efficiently and effectively. The General Services Officer will also provide technical guidance and support to Programme Managers, contributing to the overall success of the office's operational support services.

Duties and Responsibilities:
The General Services Officer will be responsible for a wide range of duties, including: monitoring and supporting the application of OSCE procurement regulations; advising Programme Managers on resource utilization; reviewing procurement actions; supporting procurement planning and contract management; managing competitive tendering processes; overseeing asset management throughout its lifecycle; managing office facilities and infrastructure; supporting transportation and fleet services; preparing operational reports and analyses; and ensuring compliance with internal control measures. The incumbent will also contribute to the development and improvement of operational procedures and practices, ensuring that the office's functions align with OSCE standards and best practices.

Required Qualifications:
Candidates must possess a first-level university degree in management, business administration, finance, supply chain management, or procurement. Additionally, certification from a Chartered Institute of Procurement and Supply (CIPS) is required. A minimum of four years of progressively responsible professional experience in procurement, supply chain, asset management, or related fields is necessary, with at least two years of supervisory experience. Familiarity with international procurement practices and proven experience in contract management are essential. Candidates should also demonstrate computer literacy, particularly with Microsoft applications and ERP systems, and possess strong gender awareness and sensitivity.

Educational Background:
The position requires a first-level university degree, which can be in management, business administration, finance, supply chain management, or procurement. This educational background is essential for understanding the complexities of procurement and asset management within an international organization. Additional certifications, such as those from the Chartered Institute of Procurement and Supply (CIPS), are highly valued and enhance a candidate's qualifications for this role.

Experience:
Candidates should have a minimum of four years of relevant professional experience, with at least two years in a supervisory capacity. Experience in procurement, supply chain management, asset management, or facilities management is crucial, particularly within an international organization. Familiarity with international procurement practices and negotiation skills with vendors are also important aspects of the required experience.

Languages:
Excellent oral and written communication skills in English are mandatory, along with a working knowledge of Russian. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to the effectiveness of the role.

This position is a short-term contracted role at the P2 level within the General Services category.
