Job Overview: The Assistant Principal Budget plays a crucial role in supporting the Branch Head in drafting and screening budget estimates for LANDCOM. This position involves a variety of financial management tasks, including preparing and presenting annual budgets, evaluating budget requests, and ensuring compliance with NATO financial regulations. The incumbent will be responsible for managing budget software systems, preparing monthly reports, and assisting in the preparation of ad hoc reports for the Command Group. The role requires a proactive approach to budget management, including negotiating and drafting international agreements and providing training to fund managers on budget-related issues. The Assistant Principal Budget will also act as a backup disbursing officer and may assume tasks on behalf of the Branch Head, demonstrating flexibility and adaptability in a dynamic work environment.
Duties and Responsibilities: The incumbent's duties include assisting the Branch Head in screening, preparing, presenting, executing, and administering the annual budget and delegated budgets. Responsibilities also involve drafting budget calls, collecting inputs from staff, evaluating requests, and developing justifications for budget estimates. The Assistant Principal Budget will manage the budget software system, review budget transfer requests for compliance with NATO Financial Regulations, and collect and analyze budget-related data. Monthly reporting on budget status and assisting in authorizing budget requests for international funds are also key responsibilities. The role requires coordination with divisional fund managers regarding fund commitments and financial limitations, as well as preparation of travel and hospitality fund budgets. The incumbent will maintain budget records for audit purposes and assist in developing new procedures to improve budget processes.
Required Qualifications: Candidates must possess a background in business finance, banking, or insurance, with skills in planning, directing, organizing, and controlling financial activities. The role requires the ability to work under general direction, using discretion to address complex issues. Effective communication skills and the ability to interact with colleagues and stakeholders are essential. The incumbent should demonstrate analytical and systematic approaches to problem-solving, with a focus on meeting deadlines and adhering to relevant legislation and standards. Educational Background: A higher secondary education with completed vocational training leading to a formal technical or professional certification is required, along with 3 years of function-related experience. Alternatively, candidates with secondary education and advanced vocational training leading to professional accreditation must have 5 years of post-related experience. Job-specific qualifications and experience take precedence over standard educational requirements in cases of ambiguity.
Experience: Candidates should have at least 5 years of experience in financial administration, with recent operational experience in a senior headquarters environment being essential. Familiarity with commonly accepted business and military accounting methods, as well as experience with Oracle Financials or the NATO Automated Finance System (FinS), is highly desirable. The role requires a comprehensive understanding of financial management principles and practices within a NATO context.
Languages: Proficiency in English is mandatory, with a required SLP level of 3322 in listening, speaking, reading, and writing. Knowledge of the host nation language is also required, as the work is conducted mainly in English.
Additional Notes: The successful candidate will receive a three-year definite duration contract, which may transition to an indefinite duration contract based on performance evaluations during a probationary period of 6 months. The position may require operational deployments for up to 6 months. Candidates must be nationals of a NATO member country and meet age requirements. The role is based in Izmir, Türkiye, which is known for its significant economic contributions and quality of life.
