The project specifically targets four countries: Fiji, Indonesia, Pakistan, and Tajikistan, focusing on the development of transport strategies that align with their Nationally Determined Contributions (NDCs). The expert will be responsible for creating a costed implementation plan for Indonesia's transport-related measures, ensuring that it serves as a master investment blueprint that translates climate targets into actionable projects with clear timelines and resource mobilization strategies. The role requires extensive stakeholder engagement and collaboration with various ministries and organizations to ensure the plan is technically sound and nationally owned.
Duties and Responsibilities: The Expert in Transport Finance will undertake a comprehensive set of responsibilities, including: conducting a detailed sectoral analysis of Indonesia's NDC 3.0 mitigation targets for transport; developing a costed project pipeline by identifying and prioritizing potential transport mitigation projects; drafting a comprehensive report on the costed implementation plan that outlines targets, timelines, and responsible entities; ensuring integration of transport mitigation components with adaptation and cross-cutting themes such as gender and social inclusion; actively participating in project workshops and consultations, providing technical inputs, and validating the cost implementation plan. The consultant may also need to travel within Indonesia for consultations or data collection, with travel expenses reimbursed according to ESCAP policies.
Required Qualifications: Candidates must possess an advanced university degree in fields such as transport, civil engineering, energy studies, environmental science, climate change, or a related discipline. A minimum of 7 years of relevant working experience in sustainable transport, climate change mitigation, transport decarbonization, or transport finance is required. The ideal candidate should demonstrate expertise in greenhouse gas (GHG) accounting, transport modeling, and developing mitigation project pipelines, as well as transport policy analysis specifically within Southeast Asia.
