Job Overview:
The Local Scriptwriting Expert will play a crucial role in designing and developing content for three training videos aimed at newly elected and serving members of Local Youth Councils (LYCs) across Albania. The expert will work closely with the National Youth Agency and the OSCE Presence in Albania to create engaging and informative scripts that align with the legal framework governing youth councils. Duties and Responsibilities:
The Local Scriptwriting Expert will be responsible for developing detailed scripts for three training videos, each lasting 2-3 minutes. The duties include:

• Creating comprehensive scripts that cover the legal basis of Local Youth Councils, including relevant laws and municipal obligations.
• Outlining the composition and membership criteria of LYC, emphasizing gender equality, core duties, and rights of members.
• Developing content on official engagement channels and practical tools for youth councils, including collaboration with civil society organizations.
• Coordinating with the videographer to propose and review visual concepts for the videos, ensuring that terminology and learning objectives are consistent.
• Collaborating with the National Youth Agency and OSCE to review and finalize scripts, incorporating feedback effectively.
• Providing support during recording sessions to ensure accurate delivery of content.
• Submitting final versions of the scripts, ensuring they are ready for publication and aligned with the learning objectives of each video module.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, public administration, law, education, youth studies, or a related field. A minimum of five years of relevant professional experience in developing training curricula, educational materials, or video-based learning content is required. Strong knowledge of youth governance and civic participation frameworks in Albania is essential, along with familiarity with Law 75/2019 "On Youth" and its amendments. Experience in scriptwriting for educational or training videos is considered an asset. Excellent drafting and communication skills in Albanian are mandatory, while proficiency in English is an advantage. The ability to work collaboratively with institutional stakeholders is also necessary.

Educational Background:

• The position is classified under a Special Service Agreement (SSA) and is a consultant role with no specific grade. The remuneration will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
