Job Overview:
The Programme Policy Officer (Climate Solutions and Resilience) position at WFP is designed for an expert who will support the government in accessing climate finance from various bilateral and multilateral sources, such as the Adaptation Fund. The role involves designing climate adaptation projects, drafting proposals, and reviewing them with the respective funds’ secretariats before submission. The officer will oversee activities related to early warning systems, anticipatory actions, and disaster preparedness, providing technical support and liaising with partner agencies to enhance coordination and advocacy efforts on environmental topics. The position is critical in addressing the rising climate-related risks to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, and livelihoods, as WFP aims to scale up its climate-related interventions to support vulnerable populations and governments globally.

Duties and Responsibilities:
The consultant will be responsible for leading climate environment-related activities, which include conducting assessments, designing projects, drafting concept notes and funding proposals, and coordinating the implementation of climate-related activities. The role requires participation in stakeholder consultations at various levels to gather necessary information for project design and proposal drafting. The consultant will also oversee community consultations to assess vulnerabilities and capacities regarding climate change adaptation, ensuring that community feedback is integrated into project activities. Additional responsibilities include drafting proposal annexes, responding to comments from funding secretariats, and supporting the capacity building of National Meteorological Services to issue drought early warnings. The consultant will coordinate with various stakeholders, conduct workshops, and ensure regular monitoring of early-warning trigger thresholds, while also preparing reports and supporting communications and advocacy efforts.

Required Qualifications:
Candidates must possess an advanced university degree or a university degree with relevant experience and training in disciplines such as climate change adaptation, environmental studies, agriculture and food security, development studies, economics, or engineering. The position requires at least three years of related experience in food security, climate change adaptation, disaster risk reduction, or similar fields. Proven experience in drafting or implementing projects for the Green Climate Fund, Adaptation Fund, or the Global Environment Facility is essential, along with a focus on disaster risk reduction activities and early warning systems. Familiarity with WFP climate-related programs is considered an advantage, as is experience in humanitarian aid and development project design or implementation.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as climate change adaptation, environmental studies, agriculture and food security, development studies, economics, or engineering. Alternatively, a university degree combined with significant experience and training in these areas may be acceptable. Continuous professional development through training and courses related to the position is also valued.

Experience:
Candidates should have a minimum of three years of relevant experience in areas such as food security, climate change adaptation, and disaster risk reduction. Experience in humanitarian aid and development project design or implementation is crucial. Proven ability to draft or implement projects for funding sources like the Green Climate Fund and Adaptation Fund is required. Familiarity with disaster risk reduction activities and early warning systems is essential, and experience with WFP climate-related programs is a plus.

Languages:
Excellent written and spoken proficiency in both French and English is mandatory for this position. This bilingual requirement is essential for effective communication and collaboration within the diverse teams and stakeholders involved in the projects.
