Job Overview:
The Programme Analyst (Enterprise Development and Financial Inclusion) will play a crucial role in advancing UN Women South Sudan's Women Economic Empowerment initiatives. This position involves providing technical leadership to enhance financial inclusion and enterprise development for women, particularly in conflict-affected areas. The Programme Analyst will work closely with various stakeholders, including government institutions, financial institutions, and civil society organizations, to implement gender-responsive financial inclusion strategies and support women entrepreneurs and micro, small, and medium-sized enterprises (MSMEs). The role requires a strong focus on developing program strategies, conducting research, and providing operational support to ensure the successful delivery of UN Women interventions.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Contributing technical inputs to the development of program strategies and technical approaches for gender-responsive financial inclusion and entrepreneurship development.
  • Providing analytical inputs for program strategies, concept notes, project proposals, and workplans.
  • Supporting research and data collection on women's entrepreneurship and financial inclusion issues.
  • Coordinating the implementation of enterprise development and financial inclusion activities, ensuring timely delivery of outputs.
  • Liaising with implementing partners and local stakeholders to ensure compliance with program requirements.
  • Providing technical assistance and capacity development support to project partners.
  • Monitoring program implementation progress and identifying gaps and risks.
  • Supporting financial and administrative management of the program, including budget tracking and reporting.
  • Building partnerships and contributing to resource mobilization strategies. 1
  • Participating in inter-agency coordination and providing inputs for advocacy and knowledge-building efforts.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should have a strong understanding of gender-responsive enterprise development and financial inclusion, particularly in conflict-affected contexts, as well as skills in program formulation, implementation, monitoring, and evaluation.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus, indicating a formal understanding of project management principles and practices.

Experience:
At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in gender-responsive financial inclusion and entrepreneurship development support programs is desirable. Candidates should also have experience in result-based management, including designing, monitoring, and evaluating programs and projects, as well as coordinating with government partners, UN agencies, and private sector actors.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered advantageous, as it may facilitate communication with local stakeholders and partners in South Sudan.

Additional Notes:
This position is based in Wau, South Sudan, and may involve travel within the country to support program implementation. The role is full-time and may require collaboration with various stakeholders, including government institutions, UN agencies, and civil society organizations.
