Job Overview: The Senior Technology Learning Officer is a senior expert role responsible for shaping and scaling technology capability development across the Information Technology (IT) sector and the broader organization. This position involves designing and driving technology learning strategies, capability roadmaps, and learning ecosystems that enable teams to build critical skills in areas such as cloud computing, data analytics, artificial intelligence (AI), cybersecurity, and platform engineering. The role emphasizes enabling learning at scale, embedding capability development within product teams, leveraging internal expertise, and integrating external learning solutions. The officer will operate through influence, standards, and collaborative partnerships to connect technology strategy, workforce capability, and delivery outcomes, ensuring that the workforce is equipped to execute digital transformation effectively. Duties and Responsibilities: The key responsibilities of the Senior Technology Learning Officer include:
Developing and maintaining technology learning strategies aligned with IT priorities, investments, and workforce planning.
Creating integrated learning roadmaps that translate technology investments into clear skill-building pathways.
Identifying future skill needs through technology trend analysis and capability gap assessments.
Designing learning pathways for key technology domains, enabling growth from basic digital fluency to advanced technical expertise.
Advising product, technology, and enablement teams, as well as leaders and staff, on learning paths that support current roles and future career advancement.
Promoting hands-on, practical, and outcome-focused learning methods, partnering with product and technology teams to ensure learning meets real business needs.
Building scalable learning ecosystems across teams, communities, and external providers, converting team expertise into reusable learning assets such as labs, playbooks, and onboarding guides.
Serving as a trusted advisor to IT and business leaders on workforce capability and technology adoption, guiding learning investment decisions using data and strategic insights.
Setting and maintaining learning design standards, frameworks, and quality criteria for technology learning, ensuring consistent and scalable learning initiatives. 1
Building and managing partnerships with technology vendors, learning providers, peer organizations, and academic institutions to support capability development. 1
Ensuring learning initiatives are focused on capability and outcomes, integrating formal, experiential, and peer learning approaches. 1
Mentoring junior team members and coaching on agile behaviors and best practices, contributing to a global technology organization with a growing presence in Sofia, Bulgaria.
Required Qualifications: The required qualifications for the Senior Technology Learning Officer position include:
A Master’s degree in Digital Transformation, Organizational Development, Learning & Development, or a related field with a minimum of 8 years of relevant experience, or a Bachelor’s degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience.
Proven experience leading technology learning, capability development, or workforce upskilling in a modern technology and IT environment.
Strong understanding of enterprise technology domains such as cloud computing, data analytics, AI, cybersecurity, DevOps, and digital workplace technologies.
Advanced capability and experience in designing learning strategies and role-based capability frameworks at scale.
Ability to operate through influence in complex, matrixed, global organizations, with a track record of enabling learning within product or engineering teams.
Strong stakeholder management, collaboration, and advisory skills with technology teams, learning & development partners, and senior leaders.
Experience working with learning ecosystems, vendors, and digital learning platforms, with a data-driven mindset to link learning to business and delivery outcomes.
Educational Background: The educational background required for the Senior Technology Learning Officer position includes a Master’s degree in Digital Transformation, Organizational Development, Learning & Development, or a related field. Alternatively, candidates may possess a Bachelor’s degree with significant relevant experience. The emphasis is on advanced education that equips candidates with the necessary skills and knowledge to lead technology learning and capability development effectively.
