Job Overview:
The Ebola Hub Coordinator will play a crucial role in providing strategic leadership and program management for UNICEF operations within the Butembo Hub. This position requires effective coordination of UNICEF's contributions to Ebola preparedness and response efforts, ensuring that interventions are strategically aligned and operationally effective. The coordinator will be responsible for leading a multidisciplinary team, managing partnerships, and ensuring that UNICEF's response is culturally sensitive and equitable, particularly for vulnerable populations such as children and at-risk communities. The role demands adaptability and strong coordination skills to navigate the complexities of the ongoing Ebola outbreak in the Democratic Republic of the Congo, which is characterized by health system limitations and logistical challenges.

Duties and Responsibilities:
The major duties and responsibilities of the Ebola Hub Coordinator include:
  • Leadership and management of the field office, ensuring effective operations and strategic direction.
  • Coordination of Ebola preparedness and response efforts, integrating various programs to enhance effectiveness.
  • Establishing and maintaining partnerships with local authorities, NGOs, and other stakeholders to facilitate a comprehensive response.
  • Monitoring and reporting on program activities, ensuring knowledge management and sharing of best practices.
  • Risk management and accountability, ensuring that all actions taken are in line with UNICEF's standards and policies.
  • Engaging in community outreach and education to promote health-seeking behaviors and enhance community engagement in response efforts.

Required Qualifications:
To qualify as a champion for every child, candidates must meet the following minimum requirements:
  • An advanced university degree (Master’s or equivalent) in social sciences, international relations, public administration, or a related field.
  • A minimum of eight (8) years of relevant professional experience in program management, planning, monitoring and evaluation, or project administration.
  • Proven experience in managing multidisciplinary teams is essential.
  • Required skills include humanitarian coordination, emergency leadership, and outbreak coordination.
  • Candidates must demonstrate a commitment to UNICEF's core values of care, respect, integrity, trust, accountability, and sustainability.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or any other relevant technical field. This educational background is critical for understanding the complexities of program management and response in humanitarian contexts.

Experience:
Candidates should have at least eight (8) years of relevant professional experience in program management, planning, monitoring and evaluation, or project administration. Experience in managing multidisciplinary teams is required, along with a strong background in emergency response and outbreak management, particularly in contexts similar to the ongoing Ebola outbreak.

Languages:
Fluency in French is mandatory, along with intermediate proficiency in English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered desirable, enhancing communication and coordination efforts in diverse settings.
